The Deputy City Clerk assists the City Clerk at City Council Meetings, Committee Meetings, Public Hearings, Speak to Council, Budget Hearings and other ongoing activities. The incumbent also assists the City Clerk in the day‑to‑day supervision of the operations of the Clerk’s Licensing Office, ensuring that all local, state, and federal guidelines are met. This employee works under the general direction of the City Clerk and assumes the duties of the City Clerk in their absence.
Performs related work as required.
City residency will be required within one year of hire.
Responsibilities- Assists the City Clerk at City Council Meetings, Committee Meetings, Public Hearings, Speak to Council, Budget Hearings and other ongoing activities.
- Support the City Clerk with analyzing, and preparing the Mayor’s proposed annual operating budget submissions for the Clerk’s Office.
- Acts on behalf of the City Clerk, in the Clerk’s absence, in the office and at meetings.
- Assists the City Clerk in supervising the day‑to‑day operation of the Clerk’s Licensing Office and making sure all local, state, and federal guidelines are met; also supervising the legislative staff.
- Assists the City Clerk’s legislative staff in preparing and distributing monthly legislation to City Council members.
- Serves in the capacity of a City of Rochester Marriage Officer; includes performing civil wedding ceremonies.
- Coordinates the broadcasting of Council’s televised meetings; records all monthly Council meetings.
- Coordinates with the Communications Bureau and Information Technology Department the use of the City’s website to update the City Council/Clerk web pages.
- Assists with proofing and ensuring the accuracy of paperwork, including communications regarding legislation, meeting minutes, reports, and documents between the City Clerk’s Office and the City Council Office.
- Assists with forwarding liquor license 30‑day notifications to the Law Department, City Council, and other City of Rochester departments when received by certified mail or in‑person.
- Conducts special projects and research activities as needed within the City Clerk’s Office pertaining to the City Council Office and other City of Rochester departments.
- Collaborate with other City Departments to review/analyze, develop and enhance City licensing policies/requirements.
- Drafts correspondence for the City Clerk’s Office.
- Responds to Freedom of Information Requests, as needed.
- Responds to constituent inquiries, as needed.
- Bachelor’s degree and six (6) years of experience including at least one of the following: research and evaluation, administration, project coordination, customer satisfaction, with at least two (2) years in a supervisory capacity.
- Sufficient technical skills to include familiarity with social media and social platforms as well as the hosting of virtual meetings.
