Job Title
The employee in this position is responsible for the coordination of their assigned work unit's purchasing and procurement activities, City Council Transmittal process, and other high-level administrative activities. The work is performed under the general direction of department or bureau head. Related work is performed as required.
This is a Competitive Class position. The individual selected to fill this vacancy will be given a provisional appointment and will be required to participate in the next Civil Service Examination for this title. A qualified applicant may be provisionally appointed and serve in the position until a Civil Service Examination is administered and an appropriate eligible list can be established to make a permanent appointment in accordance with the Civil Service Rule of Three.
City residency will be required within one year of hire.
- Analyzes and distributes programmatic and administrative reports;
- Coordinates and oversees the work unit's monthly City Council Agenda submission;
- Manages and oversees all departmental purchasing and procurement functions;
- Manages and oversees the City Apprenticeship Program and related compliance activities;
- Manages the analysis, reporting, and improvement of processes and programs;
- Acts as department liaison with other City administrative departments and sub-units;
- Acts as department liaison to external contractors and vendors;
- Prepares and presents informational and formal presentations on major programs and initiatives;
- Monitors specific programs for compliance with regulations;
- Prepares a variety of technical reports;
- Represents department on various committees and project work groups.
High School diploma or GED; PLUS: I. Master's degree in Business Administration, Public Administration or related field AND three (3) years of experience in administrative analysis, budget analysis, grant applications or analysis of fiscal or monetary programs for a public or private institution, agency or department; OR II. Bachelor's degree AND four (4) years of experience as described in
