About Daystar Kids

Daystar Kids is New York State’s only pediatric complex care learning center. The children we serve carry medical, developmental, and educational needs at the same time, and our staff meet all of those needs in one building, every day. We are growing, and we are building the infrastructure to grow responsibly.

About the Role

This is a newly built role. Daystar Kids is not looking for someone to maintain an established compliance program. We are looking for a leader who can assess where we are exposed, design the program, put the necessary systems in place, test whether they work, and make them durable enough to support responsible growth. We know the first priorities. Identifying what else must be built is also part of the job.

The Director of Compliance and Quality is Daystar Kids’ designated Compliance Officer, reports directly to the Chief Executive Officer, serves on the leadership team, chairs the internal Compliance Committee, and has a dotted-line relationship to the Board for compliance oversight. Daystar Kids is accountable to the New York State Office of Children and Family Services, the Office for People With Developmental Disabilities, the New York State Department of Health, and applicable federal requirements.

What

You Will Build
  • A clear picture of where we are exposed. Conduct an organization-wide risk assessment covering child health and safety, program operations, workforce practices, billing and documentation, grants and contracts, privacy, incidents, governance, and required reporting. Explain the findings in language leaders can act on.
  • A risk framework and mitigation approach. Establish a consistent way to identify, rate, assign, monitor, and re-review risk. Maintain one register of open risks, findings, and corrective actions with named owners, deadlines, and clear escalation thresholds.
  • Regulatory command and readiness. Develop working command of OCFS licensing, OPWDD funding and audit requirements, Department of Health requirements, and applicable federal standards. Build a reliable calendar for audits, inspections, certifications, attestations, and reports.
  • Staff training that changes practice. Create role-specific, plain-language compliance education for staff who work directly with children. Track required training and verify through observation, monitoring, and record review that staff can carry it out.
  • Monitoring, correction, and reporting. Run scheduled internal reviews using evidence rather than assurance. Issue clear findings, lead root cause analysis, track corrective actions through verified closure, and provide concise reports showing trends, overdue items, and decisions needed.
What You Will Own
  • Compliance program design and regulatory readiness. Build the written compliance program, Standards of Conduct, annual work plan, policy review cycle, audit calendar, and annual effectiveness review. Prepare Daystar Kids before external reviews and coordinate responses when findings occur.
  • Auditing and corrective action. Design risk-based reviews across program, clinical, administrative, billing, grant, workforce, privacy, safety, and documentation functions. Write findings that name the requirement, evidence, risk, owner, due date, and corrective action.
  • Incidents, complaints, privacy, and investigations. Maintain confidential reporting channels and the incident management process. Ensure concerns reach the correct authority on time, records are preserved, investigations are fair, and patterns lead to system improvements.
