Under general supervision, operates several complex heavy highway construction equipment, such as Gradall excavator, screed-powerbox, asphalt laydown machine, grader, dozer, scraper, crane, and haul truck to excavate and grade, erect structural and reinforcing steel, and to pour concrete by performing the following duties.
All candidates conditionally offered transfer, promotion or initial hiring into a DOT/safety-sensitive position shall submit to testing for drugs and alcohol and test negative before performing any job functions that are safety-sensitive or require a CDL. External job applicants with a confirmed positive drug or alcohol test result shall be denied employment and shall be required to wait one year before applying for another position within Tulsa County.
Essential Job Functions:
- Operate complex highway construction equipment on County road construction and maintenance projects.
- Operate motor patrol to bluetop (finish grade) and finish slopes.
- Operate bulldozer to move dirt, prepare bridge foundations or make floodway channel improvements.
- Operate asphalt lay down machine in conjunction with other heavy equipment in maintaining, repairing and constructing paved road surfaces.
- Inform supervisor of repair needs or makes field repairs to equipment; check for proper functioning of the equipment during operation and make needed adjustments; perform preventative maintenance on equipment, including operation pre-check for proper fluids and lubricants.
- May train others on the operation of equipment.
- May operate heavy construction machinery or equipment.
- Perform labor duties as member of road/bridge crew as necessary.
Required Skills, Knowledge and Abilities:
Skill in operating heavy construction equipment safely; in conforming to construction standards and specifications; in making needed adjustments and preventative maintenance; and in training others.
Knowledge of functions, operating methods, and care required for a wide variety of heavy and complex construction equipment; of road surfacing materials and paving processes; of hazards of equipment operation; of traffic laws and regulations pertaining to equipment operated; of training methods; of safety rules and equipment; and of departmental policies and procedures.
Ability to detect needed equipment repair and necessary adjustments; to understand and follow oral and written instructions; to estimate and calculate materials needed; to read blueprints and grade stakes; to work independently; and to maintain the physical stamina necessary to perform heavy manual labor.

Education equivalent to graduation from a standard four year high school and six years heavy equipment operation in highway and bridge construction or an equivalent combination of training and experience.

Mathematical
Skills:
Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.
Reasoning Ability:
Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
Physical Demands:
While performing the duties of this job, the employee is frequently required to sit; use hands to finger, handle, or feel; reach with hands and arms; and talk or hear. The employee is occasionally required to stand; walk; climb or balance; and stoop, kneel, crouch, or crawl. The employee must frequently lift and/or move up to 50 pounds and occasionally lift and/or move up to 100 pounds.
Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus.
Work Environment:
While performing the duties of this job, the employee is regularly exposed to moving mechanical parts, fumes or airborne particles, outside weather conditions, and vibration. The employee is frequently exposed to high, precarious places. The employee is occasionally exposed to toxic or caustic chemicals and risk of electrical shock. The noise level in the work environment is usually loud.
