Job SummaryThe Field Construction Manager (FCM) – Hydro Engineering is responsible for coordinating and overseeing on-site construction and commissioning activities across multiple projects and programs, ensuring compliance with plans, specifications, safety, environmental regulations, quality, and cost-effective completion of NYSEG and RG&E hydroelectric projects throughout New York State.
Responsibilities- General Tasks
- Provide technical expertise on hydroelectric projects.
- Determine contract resource requirements and manage contractor performance.
- Coordinate field inspections and sign‑offs, including safety and environmental.
- Ensure functional testing is complete in preparation for commissioning.
- Ensure contractor compliance with project plans, specifications, permits, etc.
- Record and capture on‑site project information and communicate to the project team.
- Prepare daily, weekly, and monthly construction progress reports.
- Develop and maintain as‑built documentation.
- Lead timely resolution of construction issues and coordinate activities.
- Provide constructability feedback.
- Safety
- Maintain safety awareness and enforce contractor safety policies.
- Identify and communicate unsafe conditions to contractors and project managers.
- Review site‑specific health and safety plans and provide feedback.
- Provide safety orientation and daily tailboards to on‑site personnel.
- Adhere to company policies, CIP, FERC, NERC, NYISO.
- Ensure construction resources are managed within schedule and budget.
- Bachelor’s degree in Engineering or Construction Management with 10+ years relevant experience preferred.
- Associate’s degree with a minimum of 20 years relevant experience, or High School/GED with the completion of the relevant progression program and 25 years relevant experience required.
- Proficient in Microsoft Office Suite including MS Project and/or Primavera.
- Must have a valid Driver's License.
- 3 years of experience in a supervisory capacity preferred.
- A minimum of 5 years of related electric utility and/or power generation experience, with construction management experience preferred.
- Must be able to travel to construction sites on a day‑to‑day and/or week‑to‑week basis for an extended period, attend meetings.
- Extensive knowledge of construction management practices applicable to power generation and water retaining structure construction, including commissioning of electrical equipment.
- Extensive knowledge of power generation and associated operating systems.
- Knowledge of government regulations, including FERC, OSHA, NESC, NEC and industry codes affecting electric utilities.
- Knowledge of contract preparation, negotiations and administration.
- Extensive experience completing on‑site technical inspections, including material deliveries.
- Working knowledge of budget preparation, cost estimating, invoicing, project scheduling, and administration.
- Demonstrated ability to make competent decisions in emergency situations.
- Demonstrated ability to read and interpret civil/mechanical/electrical drawings, and technical manuals/specifications.
- Excellent written and verbal communications, including correspondence, reports, and other business documents.
- Working knowledge of best practices in safety policies and procedures.
