Job SummaryThe Lead Civil Engineer – Networks (PNY – Powering New York) is responsible for high‑voltage, medium‑voltage, and low‑voltage transmission and distribution substation designs for all operating companies in Avangrid Networks, with a strong focus on high and medium voltage transmission projects in the NYSEG and RGE service territories that are part of the PNY portfolio. The Lead Civil Engineer works closely with the construction and design team to develop drawings, specifications, and construction work orders to support design, construction, and commissioning of electrical equipment.
Substation designs include structural, grading, electrical clearance calculations, routing, and preparation of engineering drawings. The Lead Civil Engineer also supports concrete and steel designs on high‑, medium‑, and low‑voltage transmission and distribution line projects. The PNY projects originate from the Climate Leadership and Community Protection Act (CLCPA), part of New York State’s Climate Act, aiming to reduce economy‑wide greenhouse gas emissions 40% by 2030 and 70% of the state’s energy from renewable resources by 2030.
The electric delivery system in New York contains approximately 5,600 miles of transmission lines and 621 substations. The position reports to the Unit Manager and works day‑to‑day in a cross‑functional project team while supporting project needs as directed by the project manager(s) and construction manager(s).

- Perform capital project engineering across all phases such as scoping and budgeting, conceptual engineering, contract management, and design, construction, and closeout.
- Lead conceptual designs and oversee the work of external detailed designers.
- Perform field circuit reviews based on project scope and identify proposed improvements.
- Conduct special projects and studies that innovate solutions to complex problems with broad impact.
- Develop innovative alternate methods or design concepts to resolve unique problems or improve processes/services.
- Lead engineering studies to evaluate equipment and system performance and analyze operational issues in support of system reliability and efficiency.
- Ensure all engineering designs meet applicable codes, standards, and regulations.
- Represent the company on regional and national committees when needed.
- Provide technical leadership and mentor team members in technical skills.
- Collaborate across departments as a technical subject‑matter expert liaison while directing contractors on company policy, standards, and best practices.
- Work independently with little supervision.
- Bachelor’s degree in civil or electrical engineering and 7+ years of project delivery or related experience.
- Relevant network construction and operational experience, including field inspections.
- Strong theoretical engineering knowledge – planning, operations, engineering design, analytics, modeling, and calculation.
- Practical engineering experience – construction and economic analysis of alternatives, business case development.
- Ability to document and interpret engineering documentation.
- Ability to review and approve engineering work to ensure compliance with standards, specifications, and contract requirements.
- Knowledge of regulatory and compliance environment – local, state, and federal standards.
- Professional Engineering license.
- Excellent diagnostic and problem‑solving skills for technical and analytical problems.
