*** Responsibilities:
** STELLAR Senior Financial Analyst/Deputy Administrator serves as the primary financial manager for the STELLAR regional innovation engine. The STELLAR Senior Financial Analyst / Deputy Administrator performs in an independent manner with a wide range of administrative responsibilities as it pertains to STELLAR. These responsibilities include budgeting, forecasting, building financial models, assisting with financial planning, performing research and analysis, and preparing reports for the supported areas.
Meets with project participants (CEO, Coordinators and Project Leads) to develop, formulate, improve, or update projects and systems, databases, and on-line systems, train staff, etc. A primary responsibility of the STELLAR Senior Financial Analyst/Deputy Administrator is to develop and manage the databases and systems to support departmental sponsored research administration and operations, appropriately train staff, and develop procedures in the utilization of these systems.
In doing so, the STELLAR Senior Financial Analyst/Deputy Administrator will gather information, analyze and interpret data to be compliant with institutional policies, complete projects related to technology, research accounting, human resources, space, equipment, etc., and appropriately disseminate information to personnel. The STELLAR Senior Financial Analyst/Deputy Administrator will also develop goals and protocols or procedures, and recommend methods or systems for streamlined workflow or improvements to operations.
The The STELLAR Senior Financial Analyst/Deputy Administrator will report to the the STELLAR CEO and will work closely with Institute of Optics Staff members and STELLAR staff as they are added to the payroll.
** ESSENTIAL FUNCTIONS
*** Responsible for the review and analysis of complex data supporting operational and financial performance measurements for all of STELLAR’s FAO’s : GR’s, OP’s, and GF’s. Works closely with subcontracting institutions and outside sponsors and coordinates with Institute of Optics Staff
* Develops and maintains tools to enhance reporting obtained from university systems, including substantial research performance analysis
* Conducts business process analysis and provides financial oversight and planning responsibilities. Serves as the STELLAR’s P-Card Manager.
* Designs, develops, and augments the financial structure, creates monthly, quarterly, and annual projections, produces bi-annual, annual, and final reports, develops financial performance measures for sponsored research projects.
* Communicates and meets with the CEO and project participants on a regular basis, as needed to develop, formulate, improve, or update projects and systems, databases, and online systems.
