Assistant Superintendent of Finance and Administrative Services
Reports to:
Superintendent of Schools
Salary/Pay Scale:
Competitive - Exempt
Work Year: 52 Weeks
Hours:
Administrators and supervisors are expected to devote the necessary time and effort required to properly complete their assigned responsibilities. It is understood that such time and effort may exceed the limits of normal working hours.
Required Qualifications:
- Must possess a valid New York State School District Business Leader Certificate
- A college level knowledge of public sector accounting and finance typically acquired through the attainment of an MBA in Finance, Business Administration or Economics
- A broad working level knowledge of public education finance and support services operations are required
- Seven years performing accounting, budget and financial duties in the field of public education, five of which must have included supervisory responsibilities
- Ability to deal with people at all organizational levels; good administrative, analytical, decision-making, leadership, organization, strategic planning analysis and use, problem-solving, and oral and written communication skills
- An aptitude for directing and motivating people
Duties to Include the Following:
- Develops objectives for the District's financial and administrative services operations in conformance with overall District directives
- Designs strategies to reach desired goals expressed in terms of comprehensive short-and long-range goals
- Organizes and directs assigned functions to achieve stated objectives; periodically reviews these functions in terms of their effectiveness and makes recommendations, as appropriate
- Provides advice, counsel and support to the Board of Education, Superintendent and Cabinet, School Building Principals, and Department Supervisors
- Directs and coordinates the development of monitoring systems and procedures for the control of District expenditures and revenues
- Manages and coordinates the following District financial functions:
Tracking of disabled student expenses. Monitoring of competitive and non-competitive grants. Preparation of the annual cash flow. Risk management program. Long range plans for capital projects and acquisitions - Ensures the timely preparation of the District's annual operating budget, including development of a timetable, procedures and work plans for managers
- Prepares and presents budget and other financial plans and programs to the Board of Education and the community; follows with quarterly and annual expenditure and revenue reports
- Monitor/oversee the District's state aid application and financial reports for New York State, as required
- Develops revenue and expenditure projections
- Participates in, and coordinates the preparation of various District financial data, as required, such as the Treasurer's Report and quarterly revenue and expenditure projections
- Monitor/oversee responses to freedom of information requests
- Serves on the negotiating team for employee contracts
- Prepares and submits tax resolutions for the Board of Education and ensures the timely transfer of funds from taxing jurisdictions to the District
- Provides assistance to the District's independent auditor during the annual auditing process
- Provides for the selection and development of employees to staff assigned functions; evaluates subordinates' performance; and recommends compensation changes to ensure the attraction, retention and motivation of a qualified staff
- Keeps abreast of the latest developments related to school finances and public education in general through reading, attendance at seminars and conferences, etc.
