Summary: The HCBS Program Manager is responsible for overseeing the daily operations and quality of Home and Community-Based Services for Supported Employment, Community Prevoc, FSS, and El Camino Cafe, ensuring compliance with OPWDD and Medicaid standards. The program manager leads program coordinators, requiring strong leadership, organizational, and communication skills to maintain high-quality supports that promote independence, dignity, and inclusion for all individuals served.

Under the supervision of the HCBS Director, the program supervisor oversees the day-to-day operations of the SEMP, Community Prevoc, El Camino Café, and FSS Programs.

  • Reports directly to the Director of HCBS.
  • Assures all emergency procedures are implemented as required by Federal, State, Agency and Program regulations, policies, and procedures.
  • Schedules and conducts monthly coordinators meetings and weekly supervision.
  • Ensures SEMP, Community Prevoc, and El Camino Café and FSS staff are up to date on all training.
  • Monthly meetings with Nurse to ensure medical needs are met.
  • Oversees that programs meet State and Federal Regulations.
  • Ensures billing documents are completed and submitted for review according to Medicaid Standards.
  • Establishes and maintains good working relationships with funding sources and other service delivery agencies.
  • Conducts and oversees Intake and Pre-admission assessment in conjunction with the intake committee.
  • Identifies opportunities for growth, development, and improvement with programs and between other service lines that enhance the coordination of self‑delivery.
  • Ensures program coordinators attend all lead peak performance trainings.
  • Recruits new clients and grows HCBS SEMP, Community Prevoc, and El Camino Café and FSS.
  • Completes yearly performance evaluations for each coordinator.
  • Ensures com hab, day hab and Pueblo Nuevo are operating by standards.
  • Assists coordinators with the progress of implementation of each program.
  • Assists coordinators with the hiring process.
  • Provides case consultations for staff, specific to their clients’ needs.
  • Ensures all coordinators follow Precision Care electronic data records and stay in compliance.
  • Submits weekly and monthly billing reports to finance and HCBS Director.
  • Performs any other duties assigned by supervisor.

This position holds a relatively high degree of independence within the framework of the agency's policies and procedures. Must keep immediate supervisor abreast of issues and concerns which could constitute intervention from higher level management.

Skills and Abilities
  • Associates in Human Services or related field preferred.
