Summary
The HCBS Program Manager is responsible for overseeing the daily operations and quality of Home and Community-Based Services for Supported employment, Community Prevoc, FSS and El Camino Cafe ensuring compliance with OPWDD and Medicaid standards. The HCBS Program Manager leads program Coordinators and ensures this role requires strong leadership, organizational, and communication skills to maintain high-quality supports that promote independence, dignity, and inclusion for all individuals served.
Under the supervision of the HCBS Director, the program supervisor oversees the day-to-day operations of the SEMP, Community Prevoc, El Camino café and FSS Programs.

- Reports directly to the Director of HCBS.
- Assures all emergency procedures are implemented as required by Federal, State, Agency and Program regulations, policies, and procedures.
- Schedules and conduct monthly coordinators meetings and weekly supervision.
- Ensure SEMP, Community Prevoc and El Camino café and FSS staff are up to date on all training.
- Monthly meeting with Nurse to ensure medical needs are met.
- Oversee Programs meet State and Federal Regulations.
- Oversee billing documents are completed and submitted for review according to Medicaid Standards.
- Establish and maintain good working relationships with funding sources and other service delivery agencies.
- Conduct and oversee Intake and Pre-admission assessment in conjunction with the intake committee.
- Identify opportunities for growth, Development and improvement with programs and between other services lines that enhance the coordination of self-delivery
- Ensure program coordinators maintain attendance in all lead peak performances trainings.
- Recruit new clients and grow HCBS SEMP, Community Prevoc and El Camino café and FSS
- Complete a yearly performance evaluation for each coordinator.
- Ensure com hab, day hab and pueblo nuevo are operating by standards.
- Assist coordinators with the progress of implementation of each program.
- Assist coordinators with hiring process.
- Provide case consultations for staff, specific to their clients’ needs.
- Ensure All coordinators follow Precision care electronic data Record and stay in compliance.
- Submit weekly and monthly billing reports to finance and HCBS Director.
- Any other duties assigned by supervisor.
This position holds a relatively high degree of independence within the framework of the agency's policies and procedures. The individual must be resourceful and able to display initiative and understanding of management systems and interpersonal relations. Must keep immediate supervisor abreast of issues and concerns which could constitute intervention from higher level management.
