Location: City of Rochester

Starbridge is seeking a passionate and driven Employment Counselor to support individuals with learning and/or developmental disabilities in achieving meaningful, competitive, and customized employment. In this role, you will partner with individuals we support, local employers, and community agencies to help turn employment goals into long-term success.

This position is ideal for someone who believes in inclusion, relationship-building, and person-centered employment services—and who wants to make a real impact in their community.

Key Responsibilities Professional Representation & Employment Development
  • Serve as a primary employment liaison for Starbridge within the community.
  • Develop and share job leads with internal staff.
  • Use evidence-based employment strategies to secure customized and competitive job placements.
  • Advocate for individuals with employers, coworkers, and community partners.
Individual Support & Case Management
  • Provide ongoing supportive counseling and long-term job maintenance services.
  • Manage an assigned caseload, working consistently toward individual employment goals.
  • Complete required documentation including SEMP plans, case notes, monthly reports, and satisfaction surveys.
  • Assess individual needs and connect them to appropriate supports related to benefits, housing, transportation, healthcare, mental health, and other quality-of-life factors.
  • Intervene during employment-related crises to support job retention.
  • Maintain regular communication with ACCES-VR counselors, OPWDD, Employment Services Coordinator, and support teams.
  • Collaborate with community service providers and natural supports involved in each individual’s life.
  • Provide coverage for fellow Employment Services staff when needed.
Professional Development & Compliance
  • Attend required and recommended trainings.
  • Follow agency Standards of Conduct and corporate compliance policies.
  • Perform additional duties as assigned by supervisor.
Education & Experience
  • High School Diploma or GED required
    ;
    Bachelor’s Degree preferred
    .
  • At least one year of experience working with individuals with developmental disabilities required
    .
  • A combination of education and experience that demonstrates equivalent qualifications will be considered.
Requirements
  • Ability and willingness to travel throughout Monroe County and surrounding areas.
  • Flexibility to adjust work schedule based on caseload needs.
  • Training Requirements (based on funding source):
  • OPWDD-funded positions:
    Completion of 24 hours of Innovations in Employment Supports training within the first year.
  • ACCES-VR-funded positions:
    Completion of required CASE trainings within three months of hire (as available).
Knowledge, Skills & Abilities
  • Strong relationship-building skills with employers, individuals, and colleagues.
  • Excellent verbal and written communication skills.
  • Ability to manage multiple priorities and meet deadlines.
  • Proficiency with standard office technology, including Microsoft Office and Google Workspace.
  • Strong organizational, problem-solving, and advocacy skills.
Physical Demands & Work Environment
  • Ability to provide mobility assistance when required, including lifting or supporting up to 50 lbs.
  • Work is conducted in community-based settings, employment sites, and office environments.
