Location: City of Rochester

Responsibilities

  • Administers employee benefit claims for programs such as health insurance, disability, worker's compensation, and other programs.
  • Coordinates benefit program billing, employee withholding, and general bookkeeping.
  • Provides information and counsel to HRBPs (Human Resources Business Partners) and employees regarding benefit programs, and presents benefit offerings in training presentations.
  • Ensures benefit programs comply with all applicable rules and regulations such as notifications, reporting, and auditing.
  • Identifies areas of concern for employee relations and works with management to resolve and improve processes.
  • Performs annual benchmarking analysis, responds to benefit surveys, and collects benefit metrics for analysis.
  • Other duties as assigned.
Knowledge, Skills, & Abilities
  • Knowledge of benefits administration practices, programs, and regulations.
  • Skill in written, verbal, and interpersonal communication.
  • Ability to perform quantitative and qualitative data analysis and use data to influence decision making.
  • Ability to navigate benefits platforms and information systems.
  • Ability to manage multiple tasks and projects while maintaining accuracy and attention to detail.
  • Ability to maintain a high level of confidentiality when handling sensitive information.
Minimum Education & Experience
  • Bachelor's degree in a related field.
  • 2 years of relevant experience.
  • Equivalent combination of experience & education may be considered.
Job Level Overview

Specialized Contributor Level 2 - A fully functional role requiring established knowledge of the profession or field of work. Responsible for completing substantive assignments and projects. Problems are varied and non-routine, and resolution requires exercising judgment, analysis, advisement, creativity, and understanding broader sets of issues. May provide assistance to entry level staff.

Primary areas of focus for this Benefits Analyst position include retirement plan compliance, data maintenance, analysis and auditing. Tuition program administration is also an important responsibility.
