Job Description & How to Apply Below
Location: City of Rochester

Help shape how Human Resources and employee data is classified, accessed, and governed to power workforce analytics dashboards and artificial intelligence (AI) consumption. You will partner with engineering, legal, controls, privacy, and business stakeholders to make access both secure and frictionless. This role blends product management, access control, and data governance in a regulated environment.

As an Entitlements Strategy and Framework Specialist in Human Resources Chief Data & Analytics Office, you will own the strategy, roadmap, and delivery of enterprise data entitlements that power workforce analytics dashboards and AI consumption. You will define how Human Resources and employee data is classified, who can access it, and how that access is governed. You bring strong product instincts, a solid understanding of how access control systems work with enterprise data platforms, and a track record of driving complex, cross-functional programs to completion.

Job

responsibilities
  • Own and drive a multi-year product roadmap for enterprise data entitlements, translating requirements (including regulations such as GDPR and SOX) into prioritized, deliverable initiatives.
  • Define who can access what by designing role and coverage models for Human Resources and employee data across Human Resources and non-Human Resources populations.
  • Build and maintain a clear entitlement taxonomy (data products, assets, attributes, concepts, and sensitivity tags) that drives consistent access policy across all platforms and consumption types.
  • Own the entitlement model across the firm’s enterprise data platforms, ensuring governance covers all access surfaces including dashboards, analytics queries, data shares, and AI consumption.
  • Define how enterprise identity and directory systems connect to data platform access by designing scalable role structures that map cleanly to user populations and access needs.
  • Evaluate, select, and integrate entitlement and governance tooling (for example, Immuta and Collibra) to support self-service access requests, approvals, recertification, and revocation.
  • Own the firm’s Human Resources data glossary by linking business terms to physical data assets, maintaining stewardship workflows, and ensuring data ownership is clear and current.
  • Lead engagement with senior executives, Legal, Controls, Privacy, and business stakeholders by shaping entitlement strategy and building alignment on trade-offs.
  • Manage the product backlog, write build-ready requirements, and partner with data platform product managers, architects, and engineering leads to deliver.
  • Define and track entitlement performance metrics (time-to-entitle, access coverage, recertification rates, policy violations, query performance) and treat auditability as a core product requirement from day one.
  • Standardize entitlement processes and standard operating procedures across operations and adjacent teams, ensuring alignment with firmwide controls and compliance standards.
Required qualifications, capabilities, and skills
  • 7 years of product management experience in data entitlements, access control, data governance, or risk and controls within a large, complex organization
  • Strong understanding of role-based access control (RBAC) and attribute-based access control (ABAC) models, including designing and evaluating access policies and explaining trade-offs to senior stakeholders
  • Hands-on experience with enterprise data platform entitlement models, including object-level access, row-level security, column-level security, and data sharing, across at least one major cloud data analytics platform (for example, Databricks, Snowflake, or Big Query)
  • Experience authoring and managing access policies in enterprise governance or entitlement tools (for example, Immuta or equivalent) and understanding how automated policy enforcement works in practice
  • Experience designing data classification frameworks, including sensitivity tiers and tagging approaches, and ensuring labels carry through data pipelines to drive downstream access policy
  • Working knowledge of enterprise identity and directory systems (for example, Active Directory), including group structures,…
