Position Title: VP of Residential Services
Pay Rate: $100,000-$115,000/yearly
Reports To: Chief Program Officer
Location: Rochester, NY - In-office
OverviewThe Vice President of Residential Services is a senior leader responsible for the strategic direction, operational oversight, and performance accountability of all residential programs at East House. As a member of the Leadership Team, this role ensures high‑quality, person‑centered services that align with the organization’s values of Humanistic, Collaborative, Optimistic, Progressive, and Integrity. This leader translates organizational strategy into action, builds and holds accountable high‑performing teams, ensures regulatory and financial compliance, and drives measurable outcomes across residential services.
The Vice President also represents East House with funders, regulators, and community partners and serves as the senior program leader in the absence of the Chief Program Officer.
- Lead and execute the strategic vision for residential services in partnership with executive leadership.
- Identify and implement new program opportunities aligned with community need and funding viability.
- Translate strategy into clear operating plans, priorities, and measurable outcomes.
- Ensure programs meet defined outcomes, quality standards, utilization targets, and budget expectations.
- Oversee quality improvement, program evaluation, and data‑driven performance monitoring.
- Maintain maximum occupancy and strong service delivery standards.
- Build, develop, and retain a high‑performing, values‑aligned leadership team.
- Establish clear performance expectations and accountability structures.
- Foster an inclusive, respectful culture that supports engagement and retention.
- Oversee performance management, succession planning, and leadership development.
- Ensure full compliance with OMH, OASAS, HIPAA, and all regulatory and contractual requirements.
- Maintain licensing and accreditation standards with no outstanding corrective actions.
- Proactively identify and mitigate operational and compliance risks.
- Ensure programs operate within approved budgets while achieving quality and utilization goals.
- Partner with finance to monitor performance and support sustainable growth.
- Balance quality, workforce sustainability, compliance, and fiscal responsibility.
- Serve as a senior representative with funders, regulators, and community stakeholders.
- Strengthen partnerships with counties, state agencies, and referral sources.
- Advocate for participant needs and system‑wide service coordination.
- Bachelor’s degree in healthcare or related field with 8+ years of supervisory and administrative experience in behavioral health or residential services (Master’s preferred).
- Qualified Health Professional as defined by NYS OMH and/or NYS OASAS.
- Strong leadership in program administration, budgeting, quality assurance, and workforce management.
- Knowledge of behavioral health systems, including OMH and OASAS regulations.
- Data‑driven decision‑making and performance improvement experience.
- Proficiency in Microsoft Office and database systems.
