Responsibilities
- Performs duties as RCE (Resident Construction Engineer) on roadway and bridge construction projects.
- Serves as the Agency's lead project administrator during construction.
- Assigns and supervises personnel to projects to ensure contractor compliance with plans, specifications and special provisions.
- Evaluates contract documents for conflicts and provides recommendations for addressing conflicts.
- Ensures proper coordination on roadway and bridge construction projects.
- Contacts utility company representatives concerning conflicts with road and bridge construction; meets with property owners on construction projects to answer questions within property limits; acts as a contact person and coordinator between contractor and municipal officials; conducts pre-construction or partnering sessions; coordinates with FHWA officials as needed and serves as a resource during planning phases.
- Communicates with the Director of Construction Office regarding construction or reporting issues.
- Supervises and manages the Construction office and staff.
- Evaluates needs based on current and future projected work assignments; provides training and mentoring for employee development and career path advancement.
- Maintains neat and accurate personnel records including hirings, promotions, disciplinary actions, planning stages, evaluations, insurance, employee leave and payroll.
- Prepares, reviews and submits monthly mileage reports and maintains equipment.
- Ensures the construction office is in compliance with departmental rules, regulations and initiatives.
- Ensures project files are complete, laboratory samples are submitted properly, and that erosion control, traffic control measures are appropriate and effective; monitors project budgets to avoid overruns and ensures timely project close-out.
- Confers with contractors on proposed construction scheduling; checks progress against the contractor's schedule; assists with addressing issues related to scheduling or progression of work.
- Performs other duties as required by the DCE (District Construction Engineer) to fulfill the agency’s mission and as assigned.
A bachelor’s degree in Engineering, Engineering Technology, or Construction Science and Management and five (5) years of engineering or construction management work experience; or an approved acceptable equivalence.
Physical DemandsThe physical demands for the essential functions involve sitting or standing at a desk for extended periods of time. This position may require occasional travel. May require bending, stooping, reaching, twisting, climbing, balancing, and kneeling. Walking for extended periods, treading rough terrain, working in close proximity to motor traffic, and in natural environmental hazards may be required. May be required to work outside normal business hours or respond to emergency situations.
