Program Manager II Program Consultant II​/Construction Market Analysis

Responsibilities

• Provide professional market, competition, and priced trend analyses in support of the Director of Construction office mission.
• Manage and compile data necessary for comprehensive analyses and produce routine reports.
• Conduct competition analyses by systematically assessing historical bid data to determine competitive markets for various highway projects and perform in-depth analysis of contractor behavior on a biannual basis.
• Review bid documents, including plans, proposals, and estimates, before highway lettings for constructability issues and completeness; report findings to supervisor.
• Assist with analysis of bid data received during highway lettings, maintain confidentiality of engineered estimates, and help prepare award‑related reports.
• Develop and maintain policies for the Director Office concerning market, completion, and price trends, and propose improvements related to market, competition, and price trend analyses.
• Develop ad‑hoc queries of existing system data to support the construction division with necessary reports and information requested by management.
• Perform other related duties as assigned.

• A bachelor’s degree and five (5) years of relevant program management experience; or an approved acceptable equivalence.
• A valid motor vehicle operator’s license is required.

The essential functions include sitting or standing at a desk for extended periods and working on a computer. May be required to lift up to 30 lbs and work outside normal business hours.
