Construction Quality Manager II — Rock Hill, SC

A Construction Quality Manager II runs the quality control program on a large or multi-phase project — heavy civil, industrial, or a federal job under USACE or NAVFAC quality requirements — with field inspectors and technicians reporting to you. You write the project quality control plan, run the three-phase control meetings, sit across from the owner's QA representative, and answer for every test result and nonconformance the project produces.

• Write and maintain the project quality control plan and get it accepted by the owner or agency;
• Lead preparatory, initial, and follow-up phase meetings for every definable feature of work;
• Supervise QC inspectors and testing technicians;
• assign daily coverage and review their reports;
• Run the nonconformance and corrective-action process and present it in owner QA/QC meetings;
• Coordinate laboratory testing, mix design approvals, and material certifications across subcontractors.

• 6+ years in construction quality control or special inspection, including 2+ years supervising inspectors;
• USACE CQM-C certificate plus ICC special inspector or NICET Level III certification;
• Experience on USACE, NAVFAC, DOT, or industrial owner quality programs;
• Writes clearly and holds the line in a room of superintendents and owner representatives.

Your week is built around the definable features of work: the preparatory meeting before a new feature starts, the initial-phase inspection when it starts, and the follow-up coverage until it is finished. Between those meetings you are reviewing the reports your inspectors wrote, reconciling the test log against the specification frequency, and answering the owner's QA representative with data instead of opinions.

Large projects generate nonconformances every week. The difference between a program that passes its audits and one that does not is whether each NCR has a documented cause, a corrective action, and a closed retest — and that record is yours.

Pay runs $105,000 to $130,000 depending on certifications held, verified experience, and the program you are assigned to. The rhythm follows the construction schedule: long days around major placements and phase starts, planning time between them, and an audit calendar that does not move. Texas positions are dispatched from the Sugar Land headquarters; project-site positions elsewhere are staffed on a project basis with travel and per diem as assigned, and the listing for your city says which one it is.

Quality management here sits inside a documented AASHTO R18 quality system and a licensed radiation safety program, and on federal work inside the USACE three-phase control process. Reports and NCRs carry your name; what leaves the site under your program is your review. You will hold the honest conversation on every side of it: with superintendents about rework, with owners about schedule, and with your own inspectors about what a complete report looks like.
