Position Overview /DutiesThe Rock Island District's Engineering and Construction Division (EC) provides engineering and architectural analysis, designs, and services for the construction, operations, maintenance, and remediation of a wide range of water resource, infrastructure, and military projects to our District customers, partners and stakeholders. As a part of the EC Design Branch, our Structural Engineering Section Program supports projects such as the construction, restoration, and rehabilitation of navigation and recreation facilities, support for military and emergency preparedness projects, civil works and flood risk management projects, environmental restoration and vertical construction.
We are seeking an experienced Professional Engineer to lead the District s Structural Engineering Section, where your opportunities will include:
- Acting as the primary supervisor and recognized structural engineering specialist for the District.
- Providing technical guidance and oversight on all structural engineering aspects of District projects, including inland navigation, flood protection, and major lock and dam rehabilitations.
- Performing and directing a multidisciplinary team of engineers and technicians in the planning, design, and analysis of project features.
- Conducting technical reviews of design memoranda and plans to ensure accuracy and adequacy.
- Managing the section s program, including planning, scheduling, and resource allocation for a variety of projects.
- Fulfilling first-level supervisory duties, including assigning and reviewing work, identifying training needs, and managing personnel matters.
- As needed, performing non-supervisory technical work, including project design, studies, and reporting.
This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD, Section 9905 to recruit and appoint qualified candidates to positions in the competitive service.
Minimum Education RequirementA bachelor’s degree in engineering from an ABET accredited program. To be acceptable, the program must: (1) lead to a bachelor’s degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics;
(b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

Minimum Experience RequirementOne year of specialized experience equivalent to the GS-12 level in the Federal service, which includes:
1) Structural design and analysis;
2) Plans and specifications preparation;
3) Inland navigation design;
4) Inspection of HSS/HCS;
5) Exposure to Bridge inspection program and dam safety.
