Duties
Serve as the District's Subject Matter Expert (SME)
Act as the principal technical advisor to the Division Chief and District leadership, providing authoritative decisions, technical judgment, and recommendations on highly complex projects and policy deviations.
Conduct Site Investigations and Reconnaissance:
Personally evaluate project site conditions, perform field investigations of design or construction issues, and deliver technical reports containing recommendations for action.
Develop Engineering Designs and Layouts:
Prepare preliminary and final designs, technical analyses, layouts, and computations to support the production of contract drawings and planning documents.
Provide Technical Guidance to Project Teams:
Deliver expert engineering input, guidance, and coordination to Project Delivery Teams (PDTs), Communities of Practice (CoPs), Architect-Engineer (A-E) consultants, and non-federal sponsors.
Lead and Direct Engineering Teams:
Provide technical leadership and direction to District planning/design teams and regional technical teams, ensuring alignment with the latest technology and agency policies.
Manage and Communicate Project Workloads:
Articulate project assignments, milestones, deadlines, and complex technical or policy issues to team members and leadership.
Coach and Mentor Team Members:
Guide lower-level engineers and technicians on problem-solving methods, practices, and procedures, while identifying individual and team training needs.
Represent the District Externally:
Serve as the District's representative in meetings with regional, national, and external entities, including construction contractors, local government officials, and non-federal sponsors.
Perform Technical and Quality Reviews:
Conduct Technical Reviews (TRs) of work performed by others and serve on Design Quality Control (DQC) and Agency Technical Review Teams to ensure compliance with USACE policies.
Oversight of Architect-Engineer (A-E) Submittals:
Review and check A-E contract drawings, specifications, reports, and quantity estimates to ensure full conformance with contract requirements and District standards.
