Position Overview /Duties

The Rock Island District's Programs and Project Management Division provides resource analysis, evaluation, and management services in support of a wide variety of water resource needs and goals, support to military and emergency missions, and other requested support for customers, partners, and stakeholders. Currently, the District is seeking a Program Analyst. Responsibilities/requirements include:

  • Supporting Project Managers, Program Analysts and Project Delivery Team (PDT) members in the development, planning, and management of district projects. This includes developing and helping to manage project schedules, milestones, activities, and obligations and expenditures for specific projects.
  • Understanding and an ability to develop, defend and execute the Federal Budget and Civil Works Program, including providing data for higher level data requirements.
  • An understanding of tools and systems supporting program management (CEFMS, PROMIS (P2), Enterprise Data Warehouse (EDW)).
  • Participating in review, editing, coordinating and correction of various District reports and other products for senior level leadership.
  • Developing documents for analyzing, performing quality checks, and communicating status or project schedules and execution.
  • Collaborating in a team environment with the initiative to work independently.

Other Conditions And Requirements

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD, Section 9905 to recruit and appoint qualified candidates to positions in the competitive service.

Minimum Experience Requirement
  • GS-07 grade level: One year of specialized experience which includes data entry for a variety of administrative and/or technical program applications; reviewing financial/budgetary information; and preparing financial/budgetary reports. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-05).
  • GS-09 grade level: In addition to the items listed above, one year of specialized experience which includes generating financial/budgetary information and reports; assisting in the budget evaluation process; tracking obligations and expenditures and coordinating cost estimates. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).
  • GS-11 grade level: In addition to the items listed above, one year of specialized experience which includes preparing technical justification of budgets, and/or allocating resources. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
