Duties

Makes recommendations to the DE/DDE/DPM and senior leaders in establishing overall USACE and District policies, program objectives, resolving problematic situations and an overall evaluation of the progress of the mission support programs.

Oversees short and long-range planning to anticipate and address prospective changes in USACE missions, programs, priorities, and organizational requirements.

In the absence of the Deputy Commander, assumes the role and performs the duties and functions of that office as directed by the District Commander.

Outlines USACE and District project and program requirements, monitors execution, and initiates priority assignments based on changing conditions.

Provides expert guidance to resolve complex issues while maintaining oversight of all subordinate functions.

Requirements Conditions of Employment

Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.

Must possess or be able to obtain a Secret Security clearance.

This position requires that the incumbent possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possession to operate vehicles.

This position requires the submission of a Confidential Financial Disclosure Report (OGE
450) upon entry, and annually thereafter.

All Army personnel will comply with safety regulations, occupational safety and health standards, and other safety directives and orders.

Experience:

One year of specialized experience, which includes: serving as a supervisor in a complex organization, providing recommendations based on research, interviews, and knowledge supported by law and regulations; decision-making under high-level, high-priority, and urgent situations; coordinating resolutions of broad and difficult program and policy issues; develop content for detailed correspondence, memoranda, and reports and provide written and verbal communications delivering public announcements, presentations and briefs.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). Time in Grade Requirement:
Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
