Responsibilities

This is supervisory work in planning, coordinating, evaluating, and implementing street and related public works maintenance and repair activities including signage, snow plowing, seal coating, sidewalk, and street sweeping. Work involves scheduling repair and maintenance projects; planning and coordinating work assignments; scheduling crews, materials, and equipment; and supervising and inspecting work. An incumbent manages projects to ensure that work is completed safely, effectively, efficiently, and in accordance with standards and procedures.

The work is performed under general supervision of the Municipal Services Superintendent and is reviewed for completeness. Plans, reviews, and schedules maintenance, repair, and construction work; maintains records of work.

Investigates complaints; plans necessary work; estimates time and materials; assigns crews to perform the work. Coordinates work activities with other departments, agencies, and the public. Reads and interprets engineering drawings and specifications in the conduct of work projects; participates in maintenance repair and construction work as required. Supervises, coordinates, and inspects work activities to ensure that schedules are met and that work is performed in a safe, efficient manner and in accordance with standard operating practices and procedures.

Evaluates performance of employees; trains and instructs crew leaders and other employees in job practices, methods of work, and safety. Responds to inquiries by utility and construction companies, contractors, other outside agencies, and the public; coordinates work as necessary. Responds to emergency situations; schedules response crews, allocates necessary supplies and equipment, directs activities, and supervises work. Helps prepare annual budget and monitors budget.

Provides effective and efficient customer services and promotes and maintains responsive community relations. Performs related duties as assigned.

Qualifications
  • Graduation from high school (or GED) supplemented by college-level courses in civil engineering and surveying equivalent to two years of college; thorough experience in maintenance work including supervisory experience; or any equivalent combination of training and experience which provides the following knowledge, abilities, and skills.
  • Considerable knowledge of the principles, practices, and techniques of public works maintenance and construction work.
  • Considerable knowledge of the materials, supplies, and equipment used in public works maintenance, repair, and construction projects.
  • Considerable knowledge of the occupational hazards and safety precautions associated with public works maintenance and repair projects.
  • Knowledge of the principles and practices of personnel and employee/labor relations.
  • Some knowledge of the principles and practices of civil engineering and survey work, and related plans and specifications.
  • Ability to plan, coordinate, direct, and supervise the work of crews involved in varied maintenance, repair, and construction projects and to evaluate projects for adherence to specifications and deadlines.
  • Ability to understand and work from engineering plans and specifications.
  • Ability to develop plans and specifications for project accomplishment.
  • Ability to read and follow complex oral and written instructions.
  • Ability to create and maintain computerized records and reports.
  • Ability to establish and maintain effective working relationships with outside agencies, contractors, other departments, subordinates, and the public.
  • Ability to communicate effectively, both orally and in writing.
  • Possession of a valid Illinois CDL-Class B with Air Brakes or equivalent from the employee's state of residence.
  • Must possess/be able to obtain an ISA Arborist Certification within two years of start date.
