Description

Under general supervision, performs lead work over skilled, semi-skilled workers engaged in the construction, maintenance and repair of streets, alleys, curbs, sidewalks, gutters, water and sewer systems, storm drains, culverts, street signs, and related infrastructure; operates a variety of light and heavy duty motorized maintenance and construction equipment; may instruct and supervise subordinate workers.

Examples of Duties
  • Performs functions of an Equipment Operator, Maintenance Worker II, and Refuse Collector.
  • Responsible for leading and working with assigned crews, overseeing day-to-day maintenance activities and performing a full range of advanced journey-level construction, maintenance and repair duties.
  • Instructs and outlines assignments for skilled and unskilled workers that are engaged in the operation of trucks, plows, tractors, backhoes, mowers, construction equipment and hand and power tools. Provides training and instruction in the proper use of equipment and tools.
  • Provides instruction and assistance to work crews involved in the repair and maintenance of municipal streets; supervises the repair and placement of street signs and signals, guardrails and culverts; techniques of street striping.
  • Provides instruction and assistance to work crews involved in the repair and maintenance of water distribution lines; supervises in the repair of water main breaks and hydrant flushing.
  • Provides instruction and assistance to work crews involved in the repair and maintenance of sewer lines and catch basins; supervises the repair of culvert gutter and related drainage systems.
  • Supervises and participates in performing rough and finish concrete work; removes and replaces damaged concrete on streets, curbs, gutters, sidewalks and related facilities; builds utilizes and removes concrete forms; mixes, pours, sets, trowels and finishes concrete, cement and masonry.
  • Inspects streets and right-of-ways for debris, illegal dumping, trash, weeds and overgrown brush; leads maintenance crew in the cleanup, removal and hauling of debris and materials; assists tree crew with downed tree limbs during windstorms.
  • Assists in locating and surveying job sites and determining maintenance needs; estimates labor, material and equipment required to complete assignments.
  • Drives vehicles to work sites and sets-up and removes barricades to protect crews from street traffic; ensures traffic control in roadways maximize crew safety.
  • Prepares estimates of labor costs, material needs and equipment requirements; prepares records of hours worked, supplies used and work performed; monitors inventory of materials and supplies; solicits price quotes and makes requests for needed purchases; prepare cost estimates for budget recommendations.
  • Requires ability to outline, assist and instruct work crews involved in the completion of work assignments; reviews work upon completion.
  • Requires ability to operate and use construction and maintenance equipment.
  • Responds to public inquiries in a courteous manner; providing information within the area of assignment; resolving complaints in an efficient and timely manner.
  • Requires ability to keep records and make routine reports.
  • Documents situations that may be cause for disciplinary action and provides that information to the supervisor.
  • Performs other duties as assigned within the scope of the job.
Typical Qualifications
  • Requires knowledge, skill and mental development equivalent to completion of four (4) years high school or GED.
  • Requires two (2) years experience in public works or utilities construction and maintenance work.
  • Requires extensive knowledge of public works construction and maintenance methods, equipment and materials.
  • Requires ability to instruct subordinate workers.
  • Ability to read and interpret drawings, blueprints and schematics.
  • Operates a personal computer and related software and demonstrates proficiency to prepare work orders, documents, spreadsheets, email and timesheets and assists other staff with related questions and problems.
  • Ability to understand and follow oral and written instructions.
  • Establishes project priorities and assign work orders, materials, staff, equipment and other resources for the timely completion of tasks.
  • Ability to establish and maintain effective working relationships with employees, supervisors, contractors and the public.
  • Helps subordinates learn through formal and informal methods; identifies training needs; coaches others to perform tasks.
  • Employs and enforces safety practices and procedures.
  • Interpret, explain, and enforce department/division policies and procedures.
  • Ability to work independently in the absence of supervision.
  • Ability to communicate effectively in verbal and written form.
  • Ability to operate a computer, tablet, and related electronic devices with appropriate training.
