Job Summary Under the direction of the Director of Adult Learners, the Program Coordinator is responsible for the successful management of the College's IBT grant funding. This position provides day-to-day leadership for RVC's IBT funded activities, including program operations, participant services, compliance documentation, partner coordination, reporting, and performance outcomes. The IBT Program Coordinators identifies, organizes, maintains, and coordinates partnerships with business, industry, community organizations, workforce partners, and employers.
The Program Coordinators collaborates with internal stakeholders, including program Directors of Adult Learners, WIOA, Adult Education, CTE, Continuing Education, Career Services, and the Grants Office, to support participant recruitment, retention, training completion, and placement into high-wage employment opportunities. Major accountabilities of the position include:
A) program planning, recruitment, development, and assessment;
B) timely submission of required reports;
C) development and direction of staff;
D) budget planning, modification, and fiscal management. The Program Coordinator oversees participant support services, including onboarding, coaching, referrals, retention strategies, barrier reduction coordination, and transition planning. Developing and maintaining partnerships. (i.e. Navigator partners, employers, and community organizations is also necessary)

Program Planning, Recruitment & Development- Plan, develop, and assess IBT-funded program activities, including bridge programming and career pathway courses
- Recruit prospective participants and coordinate outreach
- Provide day-to-day leadership for all IBT-funded activities, including program operations, participant services, and performance outcomes.
- Oversee participant onboarding, coaching, and referrals.
- Develop and implement retention strategies and barrier-reduction coordination (as allowable under the grant).
- Coordinate transition planning to support participants moving into credit programs, credentials, or employment.
- Support participant progress toward training completion and placement into high-wage employment opportunities.
- Identify, organize, maintain, and coordinate partnerships with business, industry, community organizations, workforce partners (including Navigator partners), and employers
- Collaborate with internal stakeholders Directors of Adult Learners, WIOA, Adult Education, CTE, Continuing Education, Career Services, and the Grants Office to align recruitment, retention, and placement efforts.
- Coordinate industry tours, employer engagement activities, and community partner initiatives tied to program pathways.
- Develop and manage the annual IBT grant budget in alignment with the approved scope of work and award terms.
- Monitor expenditures against budget line items, tracking spending and forecasting needs across the grant period.
- Prepare and submit budget modification requests as needed through appropriate internal and ICCB channels.
- Reconcile grant expenditures with college finance/business office records on a regular basis.
- Track cost allocation across multiple funding sources when programs are co-funded (e.g., alongside WEI or other ICCB initiatives).
- Ensure timely submission of all required narrative, data, and budget reports to ICCB.
- Maintain accurate, audit-ready compliance documentation of expenditures, participant eligibility, and program activities.
- Ensure program activities and expenditures comply with ICCB grant guidelines and applicable state and federal requirements.
- Serve as point of contact for ICCB monitoring visits, audits, or compliance reviews.
- Stay current on ICCB policy updates and grant amendments, adjusting program administration accordingly.
- Track and report performance outcomes (enrollment, retention, completion, credential attainment, and employment/placement outcomes).
