OSEH Inc. is seeking a highly motivated and experienced Assistant Resident Engineer to join our growing Construction Management team. The successful candidate will assist in the administration and delivery of roadway, bridge, and transportation infrastructure projects for the Illinois Department of Transportation (IDOT), Illinois Tollway, City of Chicago Department of Transportation (CDOT), municipalities, and other public agency clients throughout the Chicago metropolitan area.

The Assistant Resident Engineer will serve as a key member of the project leadership team, supporting the Resident Engineer in managing construction contracts, overseeing inspection staff, ensuring compliance with contract requirements, and facilitating successful project delivery.

Responsibilities
  • Assist the Resident Engineer in the administration and management of transportation construction projects from pre-construction through project closeout.
  • Supervise, mentor, and coordinate construction inspectors and technical staff to support consistent and accurate project documentation and inspection activities.
  • Monitor contractor operations and construction progress for compliance with plans, specifications, standards, special provisions, permits, and contract requirements.
  • Review and verify daily reports, quantity calculations, force account documentation, and supporting project records.
  • Assist with contract administration activities including submittals, Requests for Information (RFIs), pay estimates, change orders, extra work authorizations, claims documentation, and contractor correspondence.
  • Review contractor schedules, work plans, maintenance of traffic operations, and sequencing to support efficient project delivery.
  • Coordinate with contractors, utility companies, municipalities, railroads, public agencies, and other project stakeholders.
  • Participate in pre-construction meetings, progress meetings, utility coordination meetings, and project stakeholder meetings.
  • Monitor project budgets, schedules, and construction activities to identify potential issues and recommend corrective actions.
  • Verify compliance with quality assurance and quality control requirements and confirm materials, workmanship, and construction methods meet project specifications.
  • Assist with constructability reviews and provide technical recommendations related to project implementation and field conditions.
  • Support dispute resolution efforts and assist in evaluating contractor requests, claims, and schedule impacts.
  • Prepare project closeout documentation, final quantity calculations, punch list reviews, record documentation, and final acceptance recommendations.
  • Promote and maintain a strong culture of safety and compliance with applicable safety regulations and work zone requirements.
  • Serve as Resident Engineer when delegated and provide leadership in the Resident Engineer’s absence.
Qualifications
  • IDOT Documentation of Contract Quantities (DOC/S-14) Certification.
  • Previous experience serving as Assistant Resident Engineer, Resident Engineer, Project Engineer, or Construction Manager on IDOT or Illinois Tollway projects.
  • OSHA 30-Hour Certification.
  • Erosion and Sediment Control certification or training.
  • Experience managing federally funded transportation projects.
