Personal Financial Counselor, Counselor, PFC- Rockford, IL

This position will provide coverage in short‑term, surge and on‑demand situations resulting from the Military needs such as a post‑deployment event or to cover an existing assignment for counselors who are absent.

• Provide personal financial counseling services to military service members and their families at military installations.
• Deliver education and counseling including one‑on‑one counseling, consultation with a commander or another provider or staff, briefings and presentations, and referral resources.
• Work closely with installation and military branch Points of Contact to assure the program is within scope and meets the needs of the installation.
• Assist service members in establishing a spending plan for extended absences.
• Develop and make available informational financial materials.
• Coordinate, publicize and deliver a wide variety of Personal Financial Management classes/workshops across the military lifecycle (arrival at first duty station, pre‑ and post‑deployment, personal and career events as outlined in DoDI
  1322.34).
• Respond to requests for age‑appropriate classes or seminars.
• Utilize virtual counseling or other electronic modes of communication such as web‑based, secure online chat, or video‑based communications and secure video teleconference sponsored by the customer (virtual PFC support only if authorized by OSD FINRED Program office).
• Manage duty‑to‑warn situations according to Department of Defense (DoD) protocol.
• Communicate with leadership and participate in regular individual and group supervision, sharing information regarding trends and issues on the installations.
• Participate in regular in‑services/training, quality improvement committees or other contract activities as assigned or appropriate.
• Perform any other duties as assigned.

• Bachelor's degree required; may consider applicants with an associate degree plus 4years experience, or high school diploma plus 6years experience.
• 3+years of financial counseling experience.
• U.S. citizenship and fluent English; bilingual in English and Spanish if required.
• Eligible for a favorably adjudicated Tier2 investigation.
• Must pass the Congressionally Mandated Disclosures for Organizational Conflicts of Interest (OCI) process.
• Must possess one of the following certifications:
  Accredited Financial Counselor (AFC), Certified Financial Planner (CFP), or Chartered Financial Consultant (ChFC).

Base salary range: $58,440 – $93,500. Actual pay may vary based on experience, education, and job‑related factors. Position may be eligible for short‑term incentives and a comprehensive benefits package.
