Essential Duties and Responsibilities
- Completes annual Hospital Hazard Vulnerability Analysis with community and Mercyhealth facility partners as identified, all Wisconsin and Illinois State Rules and Regulations, Joint Commission, CMS, and all applicable regulatory and potential grant requirements and system deliverables.
- Develops training and drills and advises all community, state, and system partners in all areas of emergency preparedness and needed protocols and response procedures.
- Serves as Emergency Preparedness Coordinator.
- Responsible to inspect, evaluate, and oversee the development, training and compliance of all appropriate emergency management plans and materials as identified by regulatory agencies and Mercyhealth.
- Conducts periodic reviews of all emergency management plans and appendices of / for stakeholders and assesses related response equipment to satisfy needs, maintain serviceability, and for compliance with regulatory standards and reports non-compliance and/or hazardous conditions to appropriate leadership and recommends remedial action and Incident Action Plans (IAP) as appropriate.
- Conducts investigations, critiques, hot washes, reviews, AARs, forms, and IAPs of emergency management events as needed (drills or actual events).
- Develops, implements and evaluates needed emergency management training programs as defined by need, HVA, regulatory, or potential grant requirements that may arise and maintains records and oversees ongoing processes to completion.
- Develop, designs, trains, and implements needed emergency management response drills, exercises (tabletop, functional, etc.) to meet HVA needs and regulatory requirements (at least twice a year) (with at least one functional event annually).
- Develops and participates in an on-call response program as needed for emergency management response.
- Develops and implements emergency management programs as well as needed policies and procedures that address need to respond to multiple emergency situations and address needs to improve /maintain overall emergency preparedness.
- Develops and maintains detailed emergency response plans, appendices, charts, incident command programs and training records. Keeps up-to-date on current federal, state, and local legislation, regulation changes, changes to code and manuals and maintains knowledge of current and emerging issues and trends in emergency preparedness and response.
- Chairs and coordinates Mercyhealth Emergency Preparedness Committee and completes all reports (monthly, quarterly and annual reports) for the Emergency Management needs of the appropriate committee. Attends all meetings as appropriate and needed.
- Responsible for all Joint Commission Emergency Management Chapter requirements to include reporting, planning, developing, and implementation, and PPR and /or similar tracking program preparation for Mercyhealth Joint Commission and CMS requirements and leads / participates as Joint Commission Emergency Management Chapter Champion / environment of Care for Wisconsin and works with the System Wide Emergency Management Team for ongoing preparation and regulatory compliance.
- Works in close partnership with the system wide Mercyhealth Emergency Management team, EMS, Nursing, Administration, and all other related units, departments, professions across the Mercyhealth Organizational structure.
