Job Summary

Under the general direction of the Maintenance Bureau Chief, assumes overall responsibility for the day-to-day administrative, technical, and professional operations of one of the Transportation and Highways Department’s Regional Maintenance Districts. Supervises and directs the deployment of all staff engaged in year-round maintenance of County roads and highways, including maintenance of highways and appurtenances (pavement patching, minor resurfacing, drainage systems, bridges, landscaping), street sweeping and cleaning within roadway jurisdiction, snow and ice removal, mowing and vegetation control.

Manages resourcing and execution of manpower, equipment, and daily maintenance assignments. Provides direction to other professional and sub-professional Highway staff. Confers and reports to the Maintenance Bureau Chief, Deputy Maintenance Bureau Chiefs or other designated Bureau Chiefs as required. Performs other duties as assigned.

Minimum Qualifications
  • Possession of a High School Diploma or GED and twelve (12) years of highway engineering work experience in Public Works or Management Operations, including but not limited to: maintenance of highways and their appurtenances, such as pavement patching, minor resurfacing, drainage systems, bridges, landscaping, snow and ice removal, mowing and vegetation control. Experience includes managing resources, manpower, equipment, and daily maintenance assignments.
  • Two (2) years’ supervisory experience in Public Works or Maintenance Operations.
  • An equivalent combination of education and/or experience.
  • Current valid driver’s license.
  • This position is considered safety-sensitive; candidates must pass a drug test as part of pre-employment background check.

* Degrees awarded outside the United States must be credentialed by WES, ECE, or a NACES member organization.

Knowledge, Skills, Abilities, and Other Characteristics
  • Knowledge of managing resourcing and execution of manpower, equipment, and daily maintenance assignments for the day-to-day operation of a Cook County Department of Transportation and Highways Maintenance Division.
  • Knowledge of the safe operation of various road maintenance equipment.
  • Ability to supervise, plan, assign, coordinate, and direct work assignments of support staff (Laborers, Road Equipment Operators, Motor Vehicle Drivers).
  • Ability to stay informed of community trends that may impact field operations.
  • Ability to maintain written records, perform measurements, and provide timely, accurate written and verbal reports; communicate professionally to diverse groups.
  • Ability to exercise good judgment, follow instructions, and relate well with others.
  • Ability to understand and apply rules and protocols in labor contracts and County personnel ordinances; ability to resolve disputes.
  • Ability to travel moderately to extensively for assignments throughout Cook County, including outdoor work in inclement weather.
