Job SummaryThe Specialist – PCM supports the Vice President of PCM in the development, implementation, and continuous improvement of the agency's data infrastructure, business intelligence, and information systems. This position designs, develops, and maintains digital data collection tools, electronic workflows, reporting systems, dashboards, and technology solutions that support operational effectiveness, regulatory compliance, performance management, and organizational decision-making. Working collaboratively with agency leadership, program staff, Information Technology, and system vendors, the Specialist – PCM translates operational and regulatory requirements into scalable technology solutions that improve data quality, strengthen system functionality, enhance reporting capabilities, and support continuous organizational improvement.
Duties & Responsibilities Forms Development & System ConfigurationDesign, develop, and maintain electronic forms, workflows, and structured data collection tools that support agency operations and performance management. Translate operational, clinical, and regulatory requirements into effective electronic workflows and system solutions. Test and implement system configurations to ensure functionality, usability, and data integrity. Maintain system documentation, version control, and standardized data collection processes. Support implementation and optimization of technology platforms and electronic record systems
Date Intelligence & Systems ManagementDevelop and maintain dashboards, reports, trackers, and business intelligence solutions that support organizational decision-making. Configure and optimize electronic systems, databases, and reporting structures. Monitor data quality, integrity, and system performance across agency information systems and electronic record platforms. Support implementation of regulatory requirements and data governance initiatives to ensure compliance with applicable agency, payer, and regulatory standards
Business Intelligence & ReportingPrepare routine and ad hoc reports, executive dashboards, and data visualizations for leadership. Develop reporting solutions that support program performance, quality improvement, financial monitoring, revenue integrity, and strategic decision-making. Support reporting requirements for regulatory agencies, funders, and organizational leadership
Collaboration, Training & Technical SupportCollaborate with program, administrative, Information Technology, Finance, vendor partners, and other Performance & Compliance Management divisions to support system development, integration, and alignment of operational data management with regulatory compliance functions. Provide training and technical assistance related to electronic forms, reporting tools, and data systems. Participate in quality improvement initiatives and technology implementation projects. Promote best practices related to data management, business intelligence, and system utilization
Flexibility & Operational SupportPerform duties across data intelligence, system administration, reporting, and technology functions as assigned. Adjust workload and priorities based on departmental needs and organizational initiatives. Provide cross-functional support for agency technology, reporting, and data infrastructure projects.
Education & ExperienceBachelor's degree in Data Analytics, Public Health, Social Work, Statistics, Information Systems, or a related field required; equivalent experience may be considered. Minimum of 2–4 years of experience in data analysis, reporting, business intelligence, or program evaluation, preferably within a healthcare, behavioral health, or human services setting, including experience with electronic record systems (EHR/EMR), reporting platforms, and business intelligence tools. Valid, non-restricted New York State driver’s license required.
Physical RequirementsProlonged periods of sitting at a desk and working on a computer. Ability to lift up to 25 pounds if needed. Required to commute to other agency locations as needed.
