Senior Director of Construction Operations

We are seeking a strategic and results-oriented Director of Construction Operations to lead and oversee all construction operations across our growing portfolio of federal government and commercial construction projects. Reporting to executive leadership, this role is responsible for driving operational excellence, financial performance, project delivery, and organizational growth while ensuring projects are completed safely, on schedule, within budget, and to the highest quality standards.

The Director of Construction Operations will provide executive leadership to Project Executives, Senior Project Managers, Project Managers, Superintendents, Project Engineers, and other operational personnel while developing scalable processes and best practices that support continued growth.

Construction Operations Leadership
  • Lead all construction operations across the company's portfolio of federal government and commercial construction projects.
  • Develop and implement operational strategies, policies, procedures, and best practices that improve efficiency, consistency, and project execution.
  • Provide executive leadership, coaching, and oversight to Project Executives, Senior Project Managers, Project Managers, Superintendents, Project Engineers, and field operations personnel.
  • Maintain overall accountability for project financial performance, operational excellence, client satisfaction, and successful project delivery.
  • Develop and monitor operational Key Performance Indicators (KPIs), dashboards, and reporting metrics to evaluate company performance and identify opportunities for continuous improvement.
  • Foster a culture centered on accountability, collaboration, safety, quality, innovation, and operational excellence.
  • Oversee multiple concurrent construction projects from preconstruction through closeout.
  • Ensure projects are delivered on time, within budget, and in compliance with all contractual obligations.
  • Review project schedules, budgets, forecasts, labor productivity, procurement strategies, and risk mitigation plans.
  • Monitor project financial performance, including profitability, cash flow, cost controls, forecasting, change orders, and earned value.
  • Partner with finance and executive leadership to improve operational performance and maximize profitability.
  • Lead project recovery efforts when necessary and implement corrective action plans.
Preconstruction & Business Development
  • Collaborate with estimating and business development teams during pursuit, bidding, and proposal development.
  • Provide executive oversight of preconstruction planning, value engineering, constructability reviews, scheduling, and procurement strategies.
  • Support strategic growth initiatives by identifying operational improvements and market opportunities.
  • Build and maintain strong relationships with federal agencies, clients, architects, engineers, subcontractors, and strategic partners.
Compliance, Safety & Quality
  • Ensure compliance with all federal, state, local, and contractual requirements, including FAR, OSHA, EM 385-1-1, Davis-Bacon, and agency-specific regulations.
  • Champion company-wide safety initiatives and ensure implementation of best-in-class safety programs.
  • Establish quality assurance and quality control standards across all projects.
  • Drive continuous improvement initiatives focused on operational efficiency, risk reduction, and client satisfaction.
Leadership & Talent Development
  • Recruit, develop, mentor, and retain high-performing construction professionals.
  • Establish performance expectations and succession planning initiatives across operations.
  • Conduct regular operational reviews and leadership meetings to evaluate project performance and organizational effectiveness.
  • Promote collaboration between operations, estimating, business development, accounting, and executive leadership.
Qualifications Required Education
  • Bachelor's degree in Construction Management, Engineering, Architecture, or a related field preferred.
  • Master's degree or advanced business education is a plus.
  • PMP, DBIA, CCM, LEED, or other industry certifications are highly desirable.
Required Experience
  • 15+ years of progressive leadership experience in commercial and/or federal government construction.
  • 10+ years successfully managing Federal Government construction projects.
  • Experience overseeing multiple concurrent construction projects across diverse markets and contract types.
  • Demonstrated success leading Project Executives, Project Managers, Superintendents, and multidisciplinary field teams.
  • Strong background in estimating, preconstruction, budgeting, and project planning.
  • Experience managing an annual construction portfolio exceeding $100 million is strongly preferred.
  • Proven track record of improving operational performance, profitability, and project delivery.
