Position Overview
The Overhaul Specialist (GS-12) provides expert technical and operational support to Commander, Naval Air Forces (CNAF) in the planning, coordination, execution, and assessment of aircraft carrier overhauls and major maintenance availabilities. This role directly supports aircraft carrier readiness by ensuring overhaul activities are effectively planned, monitored, and integrated across maintenance, modernization, logistics, and readiness stakeholders.
The Overhaul Specialist supports CVN readiness objectives across all phases of the Optimized Fleet Response Plan (OFRP), with a primary focus on Refueling and Complex Overhaul (RCOH), depot-level maintenance, modernization execution, and availability planning.
Key ResponsibilitiesThe Overhaul Specialist shall perform duties including, but not limited to:
Provide technical oversight and subject matter expertise for aircraft carrier overhauls, major maintenance availabilities, and modernization events.
Support Refueling and Complex Overhaul (RCOH) planning, execution, and lifecycle maintenance management for nuclear-powered aircraft carriers.
Assist in the development, review, and execution of integrated overhaul work packages, schedules, and availability planning products.
Coordinate with CNAF, TYCOM staff, ship’s force, Regional Maintenance Centers (RMCs), shipyards, and planning activities to ensure overhaul objectives align with readiness priorities.
Monitor overhaul execution progress, identify risks, and support resolution of technical, schedule, or resource issues impacting availability performance.
Provide analysis and recommendations related to maintenance policies, repair strategies, modernization sequencing, and lifecycle sustainment.
Support production control, maintenance planning, and logistics coordination activities associated with overhauls and depot-level repairs.
Assist with tracking overhaul metrics, readiness impacts, cost and man-day estimates, and completion status.
Participate in Integrated Product Teams (IPTs), readiness reviews, and overhaul planning and execution meetings.
Ensure overhaul activities are conducted in compliance with applicable Navy policies, technical requirements, and safety standards.
Support inactivation availability coordination activities when required, including planning and execution support for CVN STOP availabilities.
This position primarily supports tasking within the following contract areas:
Refueling and Complex Overhaul (RCOH) Support
Repair Execution Planning and Coordination
Maintenance Planning and Production Control
Modernization Planning and Execution
Integrated Logistics Support (ILS) related to overhaul activities
Readiness Operations and Availability Support
Inactivation Availability Coordination Support
Experience:
Minimum of ten (10) years of experience in the operations, maintenance, repair, and testing of naval shipboard equipment and systems.
Minimum of six (6) years of experience with aircraft carriers, specifically supporting planning, production, management, monitoring, or execution of ship overhauls.
Demonstrated knowledge of aircraft carrier maintenance availabilities, depot-level repairs, and modernization processes.
Working knowledge of Navy maintenance and readiness frameworks, including OFRP and lifecycle maintenance planning.
Ability to effectively coordinate across multiple organizations and technical disciplines.
Strong analytical, communication, and documentation skills.
Work is performed at government facilities, onboard aircraft carriers, and other designated locations in support of CNAF mission requirements.
Primary duty location is JAPAN, or within 50 miles of the designated CNAF work spaces.
Travel may be required in support of ship visits, availability execution, and readiness assessments.
Contractor personnel shall not perform work in posted radiation areas, handle radioactive materials, or wear radiation dosimetry devices.
Contractor personnel shall not perform analysis or diagnostics on systems identified in NAVSEA Instruction C9210.4 (series) for nuclear-powered aircraft carriers.
