Position Overview
Full‑time, permanent Engineer (I, II, or III) in the Traffic Engineering Division of the Bureau of Highways, Department of Public Works. The role focuses on managing consultants and contractors for traffic operations projects, ensuring compliance with quality, schedule, and budget standards.
Responsibilities- Perform the management/oversight of Design, Construction Management/Inspection (CM/I), and Construction firms for assigned traffic operations projects, including budgeting, procurement, scheduling, and quality.
- Prepare A/E and CM/I scopes of work and expedite procurement for these services.
- Participate in design reviews and ensure compliance with relevant agreements, standards, and regulatory requirements.
- Coordinate the construction bid and award process with the County’s Purchasing Office.
- Oversee the construction phase, ensuring the A/E, CM/I, and Contractor comply with their agreements and contract documents, especially concerning quality, schedule, and budget.
- Review and, if acceptable, approve A/E, CM/I, and Contractor invoices.
- Draft related correspondence and maintain project files per departmental policies.
- Maintain accurate and current project information; conduct site visits as required during budget development, design, and construction phases.
- Clearly identify and convey verbally and in writing project‑related issues and solutions.
- Prepare and/or revise annual project budgets, providing justification for changes in scope, schedule, or budget.
- Serve on ad‑hoc technical review committees and provide recommendations.
- Apply thorough engineering knowledge in civil, structural, hydrology, hydraulics, traffic, transportation, environmental, and related disciplines.
- Utilize computer technology for engineering analysis, scheduling, budgeting, record keeping, and communication.
- Apply construction code requirements, regulatory permitting, and accepted practices; stay current on stormwater management practices.
- Adhere to applicable federal, state, and local design standards and permitting requirements.
- Apply construction methods, easement, and right‑of‑way negotiation and acquisition principles.
- Plan, coordinate, and oversee design and construction of capital traffic operations improvement projects.
- Maintain frequent contacts with engineering/architectural firms to meet contract cost, structure, design, engineering, schedule, and work requirements.
- Provide oversight for consultant work on signal improvement project designs, engineering, and specifications.
- Oversee consultant work on construction inspection throughout all phases, providing guidance on materials, change orders, requisitions, and schedules.
- Collaborate closely with internal staff, other departments, and outside agencies to ensure effective working relationships in administering signal improvement projects.
- Offer technical engineering support to develop new policies and procedures for products, methods, and specifications used in capital improvement projects.
- Deliver presentations to community leaders, elected officials, and management on signal improvement projects, discussing scope, cost, schedule, environmental and community impact, and citizen concerns.
- Maintain records for traffic operations capital improvement projects, including contract files, project budgets, financial activities, procurement services, invoices, payments, bonding, schedules, technical documents, permit applications, contract specifications, and correspondence.
- Manage signal capital improvement projects.
- Perform project management in specific areas related to traffic operations improvement projects, including managing consultant performance, contract requirements, procurement, regulations, and cost estimating.
- Understand and interpret technical designs, specifications, and contract documents.
- Convey key aspects of technical project characteristics to supervision, regulatory agencies, public officials, private sector representatives, and citizens.
