Nature of WorkThe Highway Discipline Manager serves in the Office of Engineering and Construction, leading the management and coordination of major highway interchange projects, highway design and toll plaza projects, minor facility rehabilitation projects, and highway studies. The position manages consultants, reviews and supervises in‑house design of capital projects, and directs MDTA engineers and consulting engineers for highway projects.
Responsibilities- Manage, plan, and design complex highway related projects including major highway interchange projects, highway design and toll plaza projects, minor facility rehabilitation projects, and highway studies.
- Coordinate public involvement aspects of highway projects, including overseeing preparation for public meetings, public workshops, and the development of handouts, color display boards, computer‑rendered photos, and other graphic exhibits for use at meetings.
- Attend public meetings to address citizen questions directly related to highway projects.
- Review and evaluate technical proposals for consultant contract selection.
- Contract management: evaluate project schedules and resource requirements, ensure timely completion, assess cost efficiency and scope of services, monitor task progress, issues and budgets, and track invoices to monitor contract costs.
- Manage and preserve highway pavements and traffic barrier assets.
This position will report to the Deputy Director of Engineering and/or other designated official. The current vacancy is in Baltimore, Maryland. Hybrid telework schedules may be available.

Preferred Qualifications- Possession of a Maryland Professional Engineer license, in the appropriate option. Evidence of license must be presented at time of appointment.
- Three (3) years of experience managing highway engineering projects as a licensed professional engineer.
- Two (2) years of the required experience must include supervision of employees or a design team of engineers.
- Extensive experience in highway engineering design and project management, including development and review of highway plans, specifications, estimates, and coordination for permitting and procurement.
- Two years of experience working in the Federal Government.
- Evidence of a valid professional engineering license. Out‑of‑state licenses acceptable but a Maryland license must be obtained within twelve (12) months of appointment.
- Possession of a valid motor vehicle operator's license valid in the State of Maryland.
- All applicants must be legally authorized to work in the United States under the Immigration Reform and Control Act of 1986.
