Responsibilities
- Serve as the Aberdeen Proving Ground and Adelphi Laboratory Center Master Planning Branch Chief, at Aberdeen Proving Ground, in support of the Master Planning Division, Directorate of Public Works.
- Provide oversight at an Installation Management Command Garrison.
- Apply techniques in fields such as engineering, landscape architecture, architecture, or community planning to resolve problems.
- Advise leadership on areas such as planning, programming, execution and budget of construction projects using Geographic Information Systems (GIS).
- Lead multi‑disciplined teams involved with areas such as asset and land‑use development.
- Provide guidance for establishing design criteria to resolve complex design requirements.
- Provide decision makers guidance based on economic analysis.
- Review items such as designs and construction activities related to architectural, environmental, landscape, and civil engineering.
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires pre‑employment financial disclosure and annually thereafter in accordance with DoD Directive 5500‑7‑R.
- Possess and maintain a state driver’s license.
- This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
- Irregular work schedule may be required to meet Mission needs.
- This position is supervisory as defined by OPM's General Schedule Supervisory Guide (GSSG). A one‑year probation to assess your ability to perform supervisory duties is required unless previously completed.
- This position requires you to obtain and maintain a Secret Security Clearance.

Basic Requirement for GENERAL ENGINEER OR CIVIL ENGINEER- Degree:
Bachelor’s degree (or higher) in engineering. To be acceptable, the program must: (1) lead to a bachelor’s degree (or higher) in a school of engineering with at least one program accredited by ABET; OR (2) include differential and integral calculus and courses (more advanced than first‑year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics;
(b) strength of materials (stress‑strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials; (g) any other comparable area of fundamental engineering science or physics. (

Education and Experience
- College‑level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. Adequacy must be demonstrated by one of the following:
- Professional registration or licensure – Current registration as an Engineer Intern, Engineer in Training, or licensure as a Professional Engineer by any State, D.C., Guam, or Puerto Rico.
- Written Test – Evidence of having successfully passed the Fundamentals of Engineering examination, or any other written test required for professional registration.
- Specified academic courses – Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences that included the courses specified above.
- Related curriculum – Successful completion of a curriculum leading to a bachelor’s degree in an appropriate scientific field (e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology) may be accepted in lieu of a degree in engineering, provided the applicant has at least one year of professional engineering experience acquired under professional engineering supervision and guidance.
