Job Title

This position will implement the County's policies related to the elimination of GHG, the development of resiliency, and the implementation of the County's Building Energy Performance Standards. The work in this position will be accomplished through the performance of building studies, facility project planning, design, and construction using contractual A/E Services and Construction contractors.
Generally, projects will be funded using the County's Capital Improvement Projects (CIP) funding available to OES/DGS. The position will be required to interact with County citizens and departments to facilitate the design and construction of projects, seeking to fulfil the policy objectives, including reports, presentations, and onsite observation of the work during construction, including final installation commissioning. Position will also work within OES to facilitate the development of EV charging facilities and microgrid P3 contracts for design, construction, and operation.
Position will be required to have an understanding of County's facility utilities and synthesize the data to provide reports and presentations demonstrating the status and progress of the Department/County's performance on meeting the elimination of GHG, the development of resiliency, and the implementation of the County's Building Energy Performance Standards. Position will work individually or in a group with other OES personnel to apply for utility rebates (EmpowerMD) and grant programs (Private, Local, State, or Federal).
Implementation of energy efficiency projects for the elimination of GHG emissions, the development of resilience, and the implementation of the County's Building Energy Performance Standards (BEPS) including but not limited to lighting projects, building automation systems, monitoring and virtual based facility commissioning.
- Lead County Capital Improvement Projects (CIP) in support of the elimination of GHG emissions, the development of resiliency, and the implementation of the County's Building Energy Performance Standards
- Lead design development with architecture and engineering (A&E) Firms; ensure stakeholder coordination across County divisions/departments
- Direct and monitor all phases of construction management including contractor oversight, site inspections, and approval of change orders and payments
- Oversee environmental facility studies, compliance measures, and remediation efforts for capital projects
- Review and develop engineering standards, codes and practices in support the elimination of GHG emissions, the development of resiliency, and the implementation of the County's Building Energy Performance Standards
- Chair consultant and contractor selection committees; develop solicitation documents and participate in contract negotiations
- Support County unity purchasing strategies, including, electricity, natural gas, renewable energy, and demand response programs
- Lead building commissioning and provide training for facility maintenance staff prior to project completion

ExperienceSeven (7) years professional experience in an architectural or engineering discipline with a focus on the management of projects involving the design and construction of large facilities, to include total responsibility for all aspects of the project, including contract administration, scheduling, budgeting, quality assurance/control, and public interface.
Education:Graduation from an accredited college or university with a master's degree in architecture, mechanical/structural/civil/electrical or environmental engineering or in a related engineering discipline, or construction management.
