ASSYST is seeking a Senior Economic Development & Fiscal Management Specialist to provide expert-level oversight, administration and strategic advisory services for complex economic development programs. This role supports grant, loan, equity, tax credit and innovation-based incentive programs designed to promote small business growth, job creation and commercialization.
The position requires advanced experience in economic development finance, fiscal impact analysis, incentive negotiation, public fund administration and policy development.
Key Responsibilities- Administer economic development programs including small business assistance, innovation funds, micro-loan programs, biotechnology incentives, cybersecurity supplements, job creation funds and equity-based initiatives.
- Conduct fiscal impact analysis for Economic Development Fund (EDF) transactions and tax credit programs.
- Prepare technical reports, executive decision memoranda, analytical summaries and management briefings.
- Negotiate incentive agreements with applicant businesses and public agencies.
- Evaluate grant and loan applications for eligibility, scoring criteria and commercialization potential.
- Conduct due diligence reviews and document compliance findings.
- Provide oversight of capital funds and operating funds related to economic development initiatives.
- Develop and implement policies and procedures for incentive program administration.
- Analyze program performance metrics and recommend improvements to increase effectiveness and return on investment.
- Serve as a member of review boards evaluating funding proposals.
- Train consultants and stakeholders on fiscal impact optimization and deal requirements.
- Provide strategic advisory support to senior-level management on economic development and legislative issues.
- Experience in economic development finance.
- Experience administering grant programs, loan programs, equity programs and tax credit programs.
- Proven expertise in fiscal impact analysis and financial modeling.
- Experience negotiating incentive agreements.
- Knowledge of public-sector budgeting, including capital and operating fund oversight.
- Experience developing policies and standard operating procedures (SOPs).
- Strong analytical skills and report writing ability.
- Experience conducting due diligence and commercialization assessments.
- Ability to manage multiple programs and set priorities.
- High level of attention to detail and accountability.
- Strong organizational and time management skills.
- Ability to perform effectively in a dynamic and changing environment.
