Role Overview

This role provides project controls support to program and project leadership, with a specialized focus on risk management across the full project lifecycle. The ideal candidate will guide risk owners, perform quantitative analysis, and serve as a bridge between cost, schedule, estimating, and change management teams - ensuring risks are identified, quantified, tracked, and communicated effectively to internal stakeholders, the company, and external clients including the Department of Energy (DOE).

Reporting Cadence & Key Interactions
Reporting Obligations
  • Monthly reporting cadence to the company
  • Quarterly reporting cadence to the DOE, the company, and the customer
Key Internal Partners
  • Cost Estimating - integrate risk cost values with cost estimates
  • Scheduling / Planning - incorporate risk into schedule uncertainty; connect risk products to the schedule
  • Change Management - when a risk is realized, support the change request proposal process and assess portfolio impact
  • PCEs (Project Control Engineers) and individual risk owners - guide monthly risk review process, voting, and data entry
Core Responsibilities
  • Guide risk owners and PCEs through the full risk lifecycle: identification, documentation, quantification, committee review/voting, and closure
  • Assist other teams in drafting risks - ensuring required data fields are captured for committee discussion and approval
  • Lead and perform quantitative risk analysis (Monte Carlo simulations, schedule risk analysis [SRA], cost risk analysis [CRA]) for DOE reporting and internal use
  • Develop, maintain, and manage the risk register in Active Risk Manager (ARM) or equivalent software
  • Produce monthly data sets combining risk cost values with cost estimates and schedule uncertainty into a unified risk register
  • Conduct risk-informed analysis of project schedules and cost baselines; integrate risk mitigation strategies and contingency planning
  • Produce technical reports and executive summaries with probability distributions, sensitivity analyses, and Monte Carlo simulation results
  • Create and distribute risk dashboards and KPIs tracking exposure trends, mitigation effectiveness, and emerging risk areas
  • Support development of risk-adjusted forecasts and Estimates at Completion (EAC)
  • Coordinate with change management to assess how realized risks affect the overall risk portfolio
  • Work closely with the scheduling team to understand and build connections between risk products and project schedule outputs
Minimum Qualifications
Education
  • Bachelor's degree in Engineering required
Experience
  • 5+ years of experience in a risk management function within project controls
  • Experience building risk registers, assisting a risk manager, leading risk management independently
  • Experience may include design-side risk, but candidate must have transitioned into project controls
  • Proficiency in quantitative risk analysis tools - Crystal Ball strongly preferred; @Risk or equivalent acceptable
  • Experience with scheduling software (P6 preferred); bonus if candidate can demonstrate connections between scheduling outputs and risk analysis
  • Experience with Active Risk Manager (ARM) or similar risk register software (ARM supports risk registers, bow-tie analysis, SRA, quantitative analysis, audit/compliance, dashboards)
  • Proficiency in Microsoft Office Suite, particularly Excel (used for quantitative data sets and analysis)
Preferred Industry Background
  • Construction - large-scale / mega-projects: of strong interest given the upcoming construction phase (permitting, land, build-out)
  • Power plants, large industrial projects, or other complex capital project environments also of interest
  • Medical/quantitative or adjacent energy sectors
