Who We Are Looking ForMontgomery County Department of Technology and Enterprise Business Solutions (TEBS) is seeking a highly organized, detail-oriented Contracts and Sourcing Specialist to support the planning, development, and administration of contracts and competitive procurements for vital County technology programs and services.
This position plays a key role in ensuring TEBS technology purchasing and contracting activities are conducted in a fair, transparent, and compliant manner in accordance with County, State, and Federal requirements. TEBS currently has over 80 active contracts, with a significant portion made available for other departments to use county-wide. The contracts include software, hardware, and professional services contracts.
What You'll Be DoingThe position requires an experienced Contracts and Sourcing Specialist to manage the TEBS contract portfolio. Your responsibilities will include, but are not limited to:
- Coordinate the development, execution, and administration of contracts, amendments, renewals, and extensions
- Support and conduct competitive sourcing activities, including RFPs, RFQs, and IFBs
- Prepare solicitation documents, scopes of work, and evaluation materials
- Coordinate vendor communications, pre-proposal or pre-bid meetings, and solicitation addenda
- Monitor contract performance, compliance, insurance, and required documentation
- Facilitate reviews and approvals, including routing and tracking, for the assigned portfolio of contracts and solicitations
- Provide ongoing professional advice, guidance, oversight, and support for contracts, solicitations, and other procurement initiatives within the Department and in support of IT initiatives in other Departments?
- Recommend strategies for optimizing the overall benefit to the department against total cost to ensure the best outcome through planning, performance monitoring, vendor negotiations, etc.
- Serve as the primary TEBS liaison to the Office of Procurement and the Office of the County Attorney
- Coordinate with Risk Management for Insurance requirements and approvals
- Research contract sources and options, including bridge contracts.
- Draft solicitations and contract sections.
- Recommend and implement improvements to TEBS procurement policies, strategies, and processes.
- Represent TEBS on contract actions at the County’s Contracts Review Committee (CRC).
- Proactively advise the TEBS management team and contract administrators on potential contracting and procurement issues.
- Participate in contract negotiations and track resolutions.
- Maintain the TEBS contract inventory and notify management of contract action due dates.
- Maintain accurate contract and procurement records in County systems.
- Support audits and ensure compliance with applicable policies, laws, and grant requirements.
A criminal background and credit history check will be conducted on the selected candidate prior to appointment and will be a significant factor in the hiring decision.
Minimum QualificationsEducation: Graduation from an accredited college or university with a bachelor's degree.
Experience: Five (5) years of professional experience in contracts administration and/or government procurement.
Equivalency: An equivalent combination of education and experience may be substituted.
