Senior Project Manager

Overview

Ivory Cloud is seeking a Project Manager to lead overall program performance, serve as the primary point of contact with the government client, and drive mission outcomes across a complex, multi-disciplinary federal IT program supporting defense security cooperation operations. This role carries full accountability for contractor delivery, coordinating across development, platform engineering, product management, data, cybersecurity, and training functions to ensure the program operates as an integrated, high-performing team.

The ideal candidate brings deep federal IT program management experience, a track record of delivering enterprise software programs on time and within scope under direct government oversight, and the leadership presence to represent Ivory Cloud with confidence at every level of the customer organization.

• Clearance: Active Secret clearance required.
• Minimum Years Experience
  : 10 years of program or project management experience on federal IT contracts, including a minimum of 5 years supporting Department of Defense or Department of State customers and 3 years serving as the primary contractor point of contact on an enterprise-scale program.
• Location
  :
  National Capital Region (NCR); hybrid schedule with regular on-site presence at client Northern Virginia site and company headquarters in Rockville, Maryland. Must reside within commuting distance of the NCR and be available to report on-site within three hours of request.
• Demonstrated experience managing multi-functional federal IT delivery teams, including software development, Dev Sec Ops , product management, and cybersecurity within an Agile delivery framework.
• Demonstrated proficiency producing and presenting executive-level program reporting artifacts including Quad Charts, Weekly Assessment Reports, Earned Value metrics, staffing plans, and cost estimates to government leadership.
• Exceptional oral and written communication skills, including the ability to represent the contractor organization before Contracting Officers, CORs, and senior agency leadership; facilitate program governance meetings; and navigate competing stakeholder priorities with composure and professionalism.
• Direct experience managing Quality Control programs, subcontractor relationships, and teaming partner performance on federal prime contracts.
• Demonstrated experience managing program risk registers, mitigation plans, and schedule variance in high-visibility federal environments with active government oversight.

• Bachelor's degree in Business Administration, Information Systems, Engineering, Public Administration, or a related discipline. Master's degree preferred.
• Equivalent professional experience may be considered in lieu of formal degree on a case-by-case basis.

• Certified Scrum Master (CSM) or equivalent Agile delivery certification
• SAFe Agilist (SA) or equivalent scaled Agile certification
• ITIL Foundation

• Serve as Ivory Cloud's primary point of contact with the government client, maintaining a trusted, professional relationship with the Contracting Officer's Representative (COR), Government Product Owner, and senior agency leadership throughout the period of performance.
• Hold full accountability for contractor program performance scope, schedule, cost, quality, and staffing - coordinating across all functional leads to ensure integrated, on-time delivery.
• Develop and maintain the Quality Control Plan, ensuring all contractor work products meet defined acceptance criteria and are delivered in accordance with PWS requirements and government-approved formats.
• Produce and present bi-weekly Weekly Assessment Reports (Quad Charts) detailing program progress, sprint status, upcoming actions, risks, and mitigation strategies; prepare monthly project-level Quad Charts for each designated effort.
• Deliver cost estimates, level of effort estimates, staffing plans and project plans in support of government planning and decision processes; maintain project-level tracking of funds expenditure, Earned Value metrics, and work completion in the government-approved project management system.
• Develop and maintain the Agile Development Management Plan documenting the team's approach to Agile delivery, sprint cadence, release scheduling, requirements management, data management, Section 508 compliance, and user acceptance testing.
• Coordinate between development, infrastructure, data, cybersecurity, and customer support functions to ensure development and O&M activities remain integrated and mutually reinforcing across the full system lifecycle.
