Change Management, IT Project Manager
Turning Point is seeking a Project Manager with active secret clearance to lead a federal enterprise systems deployment and operational transformation. This role is responsible for overall project execution, executive stakeholder management, and cross-functional team coordination across technical, security, and operational work streams. While wireless telecom experience is not required, familiarity with telecom or mobility programs is a plus.
Location: Rockville, MD, with the ability to work on client site as needed in Washington, DC.
Clearance: An active U.S. Secret (or higher) Security Clearance is required to start.
Job Responsibilities- Provide end-to-end project management leadership for a federal business process reengineering project with systems implementation and operational delivery engagement.
- Lead activities across a multi-disciplinary team for systems integration, configuration, security authorization, and operational business process reengineering efforts.
- Rapidly assess and understand current-state government workflows and business processes.
- Support systems engagement projects involving enterprise platforms, integrations, and process transformation.
- Facilitate weekly status and governance meetings with executive-level government stakeholders.
- Produce and deliver weekly project status reports and executive-level updates.
- An active U.S. Secret (or higher) Security Clearance is required to start.
- At least ten (10) years of project management experience, including federal or large enterprise programs.
- Demonstrated experience managing systems implementation and systems integration projects.
- Strong understanding of management consulting approach to business process analysis and workflow-driven implementations.
- Excellent communication, documentation, and stakeholder management skills.
Skills and Qualifications
- Bachelor’s degree in Business, Information Systems, Engineering, or equivalent professional experience.
- Consulting experience supporting federal IT modernization or system implementation initiatives.
- Familiarity with security authorization (ATO) processes.
- Exposure to telecom, mobility, or IT service management programs.

In compliance with pay transparency requirements, the salary range for this role is $135,000 to $170,000. This range is a general guideline only, as compensation decisions are based on relevant experience and educational qualifications.
