Program Manager (Project Management)
The Program Manager (PM) is Team Alesig's single On-Site Point of Contact and the government's primary interface for all contractual, technical, and administrative matters.
Duties & Responsibilities- Serve as the sole on-site point of contact for the Contracting Officer's Representative (COR), Contracting Officer (CO), and all ANGRC directorate stakeholders.
- Author and submit the Monthly Status Reports (MSR) which include project status, new projects and milestones, problems and corrective actions, personnel status, government action items required, travel summary, accumulated ODC/Travel CLIN costs, customer satisfaction metrics, and open trouble tickets
- Track and report projected cost and performance variances to COR/ANGRC leadership through reports, briefings, and regular communications.
- Maintain JIRA-based deliverable tracking; ensure all 15 FTE understand that work outside contract scope is performed at contractor expense with no Government direction required.
- Monitor and self-report system uptime against the 95% availability standard across ANG DSS tools and AROWS; report unscheduled outages immediately with estimated time to restoration.
- Authorize utilization of the Surge CLIN in coordination with the TPOC/COR; submit a cost quote within 24 hours of surge activation and notify the CO immediately following Government approval.
- Lead the Transition-In effort through IOC and FOC; execute the 14-day minimum incumbent overlap.
- Execute the Transition-Out plan upon COR notification, not to exceed 60 calendar days prior to contract expiration.
- Submit annual service contract reports each year via SAM.gov (October 1
September 30 reporting period). - Ensure compliance with all JBA installation regulations: fire, traffic, safety, security, COMSEC, HSPD-12, and AUP requirements.
- Other duties as assigned.
Bachelor's degree in Information Technology, Computer Science, Business Administration, or related field. Master's degree preferred.
Qualifications- 8+ years of DoD IT program and/or project management experience.
- Demonstrated experience managing multi-vendor, multi-workstream task orders under Army CHESS ITES-S, GSA STARS III, or equivalent IDIQ vehicle.
- Direct experience with Air Force or Air National Guard IT environments strongly preferred.
- Working knowledge of DoD web application portfolios, Air Force RMF/ATO processes, JIRA or equivalent PM toolsets, Azure cloud environments, and FAR/DFARS task order administration.
- Demonstrated ability to manage COR/CO relationships, lead diverse technical teams, and communicate performance status to senior military and civilian leaders.
- Experience presenting to O-6 / GS-15 level stakeholders.
Bachelor's degree in Information Technology, Computer Science, Business Administration, or related field. Master's degree preferred.
Required CertificationActive Project Management Professional (PMP) Certification
Preferred CertificationsITIL FoundationFAC-COR Level I or equivalent Government acquisition training
Agile/Scrum certification (CSM or SAFe)
Active Secret Clearance or above.
