Lead UX Designer – Legacy Systems Modernization; AS400​/Salesforce

About the Role

We are seeking a Lead UX Designer to support a major statewide modernization initiative replacing a legacy AS400 platform with a secure, cloud-based Construction Project Management Information System (PMIS).

The new platform will support approximately 20 state agencies responsible for planning, managing, and reporting on capital and maintenance projects.

This is not simply a UI design role. We are looking for someone who can lead UX across a complex enterprise transformation—understanding existing legacy workflows, working directly with users and technical teams, and translating complicated business processes into intuitive, accessible digital experiences.

Experience modernizing AS400, mainframe, Salesforce, or other large legacy enterprise platforms is highly valued.

What You'll Do

• Lead UX strategy and hands-on design across the modernization program and related applications.
• Conduct user research, stakeholder interviews, workshops, and usability assessments.
• Translate complex legacy business processes and technical requirements into intuitive user experiences.
• Develop personas, user journeys, process flows, information architecture, wireframes, prototypes, and high-fidelity designs.
• Support the Launchpad process through user-centered requirements, UX artifacts, workflows, and documentation.
• Facilitate design sessions with business users, product owners, developers, architects, project managers, and implementation partners.
• Establish UX standards, reusable patterns, and design systems across enterprise applications.
• Ensure designs meet ADA, WCAG, accessibility, and applicable State of Maryland standards.
• Review vendor and implementation-partner deliverables for UX quality and consistency.
• Identify usability risks before solutions move into development or production.
• Support UAT and incorporate user feedback into iterative improvements.
• Maintain UX documentation and design decisions as a central source of truth.
• Provide UX input into product roadmaps, enhancements, prioritization, and solution decisions.

Required Qualifications

• Bachelor's degree in UX Design, Human-Computer Interaction, Interaction Design, Information Architecture, Computer Science, or related field.
• 8+ years of UX/UI, product design, or related experience.
• Experience leading UX for large-scale enterprise, government, or complex modernization programs.
• Strong experience with user research, journey mapping, wire framing, prototyping, and usability testing.
• Strong understanding of accessibility and user-centered design.
• Experience working directly with business stakeholders, technical teams, vendors, and senior leadership.
• Strong facilitation, communication, and presentation skills.
• Ability to simplify complex business processes and workflows through thoughtful UX design.

Legacy Modernization Experience

We are especially interested in candidates who have worked on legacy-system modernization, including experience with environments such as:

• AS400 / IBM i
• Mainframe applications
• ERP or large enterprise platforms
• Government legacy systems moving to modern cloud-based applications

Candidates should be comfortable understanding existing legacy workflows and helping redesign the user experience and business processes, not simply redesigning the interface.

Preferred Qualifications

• Government or public-sector technology experience.
• State of Maryland project experience.
• ERP or enterprise application modernization experience.
• Figma, Adobe XD, Sketch, or similar design tools.
• Experience creating enterprise UX standards or design systems.
• WCAG and ADA accessibility experience.
• Delivery or product management experience.

The Lead UX Designer will develop and maintain user personas, journey maps, user and process flows, wireframes, prototypes, high-fidelity designs, usability testing plans, UX requirements and acceptance criteria, accessibility assessments, design standards, research findings, and design decision documentation.
