The main purpose of this position is to plan, develop, implement and evaluate multiple programs within Community Health Services, including staff supervision, regulatory compliance, quality assurance, performance improvement, training, competencies and staff development. This position will gather, evaluate and disseminate health and service-related data to support state and countywide health planning and program decision-making. This position will develop, review, implement and evaluate programmatic services, including agency policies, rules, regulations, standards and programs as delegated by the Director of Nursing or the Assistant Director of Nursing.

This position will represent the health department on various agency, local and state committees, community agencies, educational institution boards and community groups.

• Education:
  
  A Master’s degree in nursing or related field from an accredited college or university.
• Experience:
  
  Two years of experience as a Community Health Nurse in an administrative, supervisory, consultative or teaching capacity or one year of experience as a Community Health Nurse and two years of experience in an administrative, supervisory, consultative or teaching capacity as a Registered Nurse.

• Candidates may substitute a Bachelor’s degree in nursing from an accredited college or university and two years of experience as a Community Health Nurse for the required education.
• Candidates may substitute a Bachelor’s degree in a related field from an accredited college or university and three years of experience as a Community Health Nurse for the required education.
• Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Nursing classification or Nursing or Health Care Specialist specialty codes in the Nursing field of work on a year‑for‑year basis for the required experience and education.

• Bilingual in Spanish and English (writing and speaking).
• Experience working as a Community Health Nurse Supervisor or in a similar leadership role within the Maryland Department of Health.
• Experience working in maternal and child health or a similar specialty.
• Experience working with reportable conditions and communicable diseases.
• Experience with perinatal care coordination and reproductive health services.

• Candidates for positions in this classification must possess a current license as a Registered Nurse from the Maryland State Board of Nursing, 4140 Patterson Avenue, Baltimore, Maryland 21215.
• Employees in this classification may be assigned duties which require the operation of an automobile. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
