Delmock Technologies, Inc. (DTI) is a leading HUBZone business in Baltimore known for delivering sophisticated IT and Health solutions. The position is hybrid, based in Lanham, Maryland; candidates must be local to Lanham, MD or willing to relocate.

Technical Architect – Full Stack Developer to help transform our federal client’s organization and accelerate mission execution through emerging and disruptive technologies, innovative business models, retooled program operations and industry-driven solutions.

• Front end web development using modern techniques and frameworks (e.g., HTML5, CSS, LESS, SASS, Responsive Design, and those mentioned in Technical Skills).
• Creates and upgrades semantic HTML layouts using latest HTML standards.
• Consumes RESTful APIs and ensures front‑end interoperability with the target Java web application server environment (e.g., Spring Framework, Spring Boot, MVC, Web Flux, Test, Oracle, SQL, MongoDB).
• JavaScript development using modern standards, including strict mode compliance, modularization techniques and tools, and frameworks and libraries (e.g., jQuery, Backbone.js, Ember.js, D3).
• Creates web layouts from static images.
• Creates views and templates in full‑stack frameworks like Rails, Express, or Django.
• Writes software that adheres to organizational web, accessibility, and multi‑lingual standards.
• Considers impact to 508 compliances when pulling Epics from Product backlog to Program backlog.
• Refactors text copy into file formats commonly used for localization (i18n).
• Develops and consumes web‑based RESTful APIs utilizing Java and Spring.
• Works within Kubernetes (Open Shift, AWS EKS or others), Service Mesh (ISTIO or others), Microservices architecture.
• Ensures Swagger and OpenAPI documentation is created for RESTful services.
• Ensures Java Docs are completed.
• Performs database system development with working knowledge of relational databases (Oracle, PostgreSQL) and No
  
  SQL databases (e.g., MongoDB, DynamoDB).
• Utilizes scalable search technology (e.g., Elastic Search, Solr).
• Handles large data sets and scales their handling and storage.
• Designs, builds, and implements software applications, remediates defects, supports activities to set up / validate infrastructure environments in support of the Application team.
• Authors developer‑friendly documentation (e.g., API documentation, deployment operations).
• Communicates technical concepts to a non‑technical audience.
• Conducts alternative analysis on software approved within the application boundary.
• Creates and maintains code comments, Wikis, and other development artifacts in support of the application team.
• Creates and/or provides input for design artifacts for inclusion in design documents.
• Follows Test‑Driven Development (TDD) paradigm by creating and maintaining unit tests.
• Ensures design conforms to technical solution of the platform and program.
• Operates in a Dev Ops environment comprised of Maven, Jenkins, Sonar Qube, NPM.
• Quickly researches and learns new programming tools and techniques.
• Assists automation test team with development of automation regression tests, as needed.
• Assists performance team with development of stubs and simulators, as needed.
• Remediates defects and provides Tier 3 level support.
• Supports packaging of software as required.
• Uses version control systems, specifically Git and Git Hub.
• Uses and works with open‑source solutions and community; senior developer – coach, train and mentor other developers, both IRS and contractor, in all aspects of software development, as needed.
• Encourages and supports collaborative work amongst all team members, both IRS employees and contractor employees.
• Ensures IRS developers and/or tech advisors are intimately engaged with all software development tasks on a regular basis.
• Produces clear, concise, centralized, organized, and easily accessible documentation for current and future reference utilizing existing IRS tools, for example One Note and README files.
