Introduction
The State of Connecticut, Department of Transportation (Use the "Apply for this Job" box below). recruiting for a Transportation Engineer 3 (Construction Engineering) in the Division of Construction Operations, Material Evaluation and Specification Unit (MESU) in Rocky Hill.
Position HighlightsFull Time, 40 hours per week Monday - Friday.

The Transportation Engineer 3 (Construction Engineering) position is within the MESU and involves the day‑to‑day supervision and technical oversight of staff responsible for a wide range of materials testing, inspection, approval functions, and related assignments. The role also oversees the use of the Department’s Construction Management Systems, including AASHTOWare Project Construction and Materials (AWP), AASHTOWare Project Site Manager, and the Construction Document Management System (COMPASS).
These duties support MESU staff and active construction project staff to ensure that material reviews and testing are performed and documented adequately, while evolving processes to meet updated needs and project delivery methods. The position also performs other duties as required to support the Division of Construction Operations.
- Oversight of materials testing such as hydraulic concrete and steel components
- Precast/prestressed fabrication inspection
- Supporting construction project staff in administering the reviewing and recommending revisions to processes for collecting and analyzing test results and other materials‑related data
- Interpreting and recommending revisions to contract specifications
- Reviewing concrete mix designs
- Performing other related assignments
- Guiding the use of construction management systems for material reviews and testing documentation
Minimum Qualifications - General Experience
- Associate’s degree in engineering or construction management
- 3 years of experience in transportation construction engineering
Minimum Qualifications - Special Experience
- One year of the General Experience must have been at the working level in a professional transportation construction engineering capacity
- Experience equivalent to a Transportation Engineer 2 (Construction Engineering) for state employees
Minimum Qualifications - Substitutions Allowed
- Land Surveyor (LS) licensure or Professional Engineer (PE) licensure
- Land Surveyor‑In‑Training (LSIT) or Engineer‑In‑Training (EIT) licensure
- Level III certification in the Civil Engineering Technology‑Transportation Program, Highway Construction Inspection or Highway Surveys
- Master’s degree in engineering may substitute for one year of the General Experience
- Professional Engineer (PE) licensure
- Experience leading or supervising staff
- Experience managing or leading initiatives and projects
- Proficiency with Microsoft Office Suite, Word, Teams, and Excel
- Knowledge of construction materials properties, mix design principles, production facilities, material testing and placement methods
- Project Management experience including conflict resolution, preparing letters, memorandums, and technical documents
- Experience with AASHTOWare Project Site Manager, AASHTOWare Project Construction and Materials, COMPASS, Bluebeam, and Microsoft Power BI
- May be required to possess appropriate certification from NETTCP
- May be required to possess and retain a valid Motor Vehicle Operator’s license
- May be required to travel
Incumbents may be exposed to some danger of injury or physical harm from highway or construction environments and a moderate degree of discomfort from exposure to year‑round weather conditions.
