Full-time, 40 hours per week - Schedule:
Monday through Friday, 7:30 AM – 4:00 PM
- Perform complex fiscal and administrative tasks that exceed standard responsibilities.
- Plan office workflow, determine priorities, schedule, assign, oversee, and review work.
- Establish and maintain office procedures; provide staff training and assistance.
- Conduct or assist in conducting performance evaluations.
- Act as liaison with other operating units, agencies, and officials regarding policies and procedures.
- Prepare and analyze complex financial statements, reports, and budget requests.
- Project expenditures and assist in financial planning.
- Maintain fiscal controls by authorizing non‑routine expenditures.
- Manage various phases of the budget process; make recommendations on policies and standards.
- Oversee maintenance of accounting records.
- Utilize EDP systems for financial records, reports, and analyses; oversee implementation and analysis of financial and administrative EDP applications.
- Oversee grant and contract administration.
- Oversee payroll and complex purchasing tasks such as preparing specifications, soliciting bids, and recommending contract awards.
- Oversee leasing functions, including negotiating contracts and space requirements.
- Supervise services such as stores, inventory, security, mailroom, food service, or maintenance.
- Perform related duties as required.
- Considerable knowledge of public administration principles and practices, especially governmental budget management, accounting, and payroll.
- Knowledge of grants and contracts preparation and administration; purchasing principles and procedures; payroll practices and procedures.
- Considerable interpersonal communication skills.
- Ability to prepare and analyze financial and statistical reports.
- Understanding and application of state and federal laws, statutes, and regulations.
- Proficiency in using EDP systems for financial management.
- Supervisory ability.
- Seven (7) years of experience in fiscal administrative functions, with at least one mandatory accounting, budgeting, or payroll function.
- One (1) year of the general experience must have been at the professional working level of Fiscal/Administrative Officer, Accountant, or Payroll Officer II.
- College or university training may be substituted for general experience: fifteen (15) semester hours equal one‑half (0.5) year of experience, up to a maximum of four (4) years for a bachelor’s degree. A master’s degree may be substituted for one (1) additional year of experience. State employees with Purchasing Services Officer I experience may substitute for general and special experience on a year‑for‑year basis.
- Experience applying fiscal statutes, regulations, policies, procedures, and bargaining unit contract terms to payroll within a three‑shift operation.
- Experience with payroll processing management systems (Kronos, UKG‑Pro, Peoplesoft‑Core‑CT).
- Experience auditing and investigating fiscal component code accuracy for budgetary control.
- Experience communicating fiscal policies and procedures to diverse groups internally and externally.
- Experience preparing financial reports and statements related to payroll expenditures for state and federal partners.
