JOBSUMMARY
Under the general direction of the Accounting Manager, performs advanced professional governmental accounting and supervisory work directing the City’s General Accounting function. Responsible for oversight of the general ledger, financial reporting, month‑end and year‑end closing processes, complex accounting transactions, and the development and implementation of accounting policies and procedures. Ensures compliance with Generally Accepted Accounting Principles (GAAP), Governmental Accounting Standards Board (GASB) pronouncements, and applicable federal, state, and local regulations.
Supervises assigned accounting staff and provides technical guidance to departments on accounting, financial reporting, and internal control matters. Utilizes the City’s MUNIS financial management system to maintain accurate financial records, support financial reporting, and promote sound fiscal management.
- Supervises, plans, assigns, reviews, and evaluates the work of assigned accounting staff; provides training, coaching, and performance management.
- Oversee the City’s general ledger and ensures the accuracy, completeness, and integrity of financial records.
- Directs month‑end and year‑end closing activities, including review of journal entries, accruals, account reconciliations, and adjusting entries.
- Reviews and approves complex account reconciliations, ensuring discrepancies are identified, researched, and resolved in a timely manner.
- Performs technical accounting research and recommends appropriate accounting treatment in accordance with GASB, GAAP, and other applicable accounting standards.
- Develops, implements, and maintains accounting policies, procedures, and internal controls to strengthen financial reporting and ensure regulatory compliance.
- Oversee financial reporting for assigned funds, departments, and governmental activities.
- Reviews and approves journal entries, account analyses, financial statements, and other accounting reports.
- Monitors compliance with internal controls and identifies opportunities to improve accounting processes, workflow efficiencies, and financial reporting.
- Performs complex financial analysis to support management decision‑making, budget development, and long‑term financial planning.
- Provides technical accounting guidance and training to Finance staff and other City departments as necessary.
- Coordinates special accounting projects, financial studies, and process improvement initiatives as assigned.
- Assists the Accounting Manager with implementing new accounting standards, financial reporting requirements, and division‑wide initiatives.
- Performs other related duties as assigned.
- Bachelor’s degree from an accredited institution.
- Ten (10) years’ experience in a related field of work.

- Knowledge of Governmental Accounting Standards Board guidelines.
- Knowledge of the Governmental Accounting, Auditing, and Financial Reporting model.
