Job SummaryUnder the general direction of the Accounting Manager, performs advanced professional governmental accounting and supervisory work serving as the City’s Lead Grants Accountant. Responsible for administering the City’s federal, state, and local grant programs including grant accounting, financial reporting, reimbursement requests, compliance monitoring, Single Audit coordination, Schedule of Expenditures of Federal and State Awards (SEFSA) preparation. Ensures compliance with Generally Accepted Accounting Principles (GAAP), Governmental Accounting Standards Board (GASB) standards, Uniform Guidance (2 CFR Part 200), and applicable grantor requirements.
Supervises assigned grant accounting staff, provides technical accounting guidance to City departments, and serves as the City’s subject matter expert for grant accounting and compliance throughout the grant lifecycle from award through closeout.
- Performs accounting for federal, state, and local grants, ensuring revenues and expenditures are properly recorded in accordance with grant agreements and applicable accounting standards.
- Reviews grant agreements and establishes appropriate accounting structures, grant budgets, and project tracking within the City’s financial management system.
- Prepares grant reimbursement requests, cash draws, financial status reports, and supporting documentation in accordance with grantor requirements.
- Monitors grant expenditures, revenues, matching requirements, and grant budgets to ensure compliance with funding restrictions and award conditions.
- Ensures compliance with Uniform Guidance (2 CFR Part 200), federal and state grant regulations, grant agreements, and City policies.
- Monitors grant performance periods, reporting deadlines, and grant closeout requirements.
- Prepares the Schedule of Expenditures of Federal and State Awards (SEFSA) the Schedule of Expenditures of State Financial Assistance (SESFA), as applicable.
- Coordinates the financial components of the City’s annual Single Audit, including preparation of audit work papers, schedules, supporting documentation, and responses to auditor requests.
- Reconciles grant revenues, expenditures, receivables, deferred revenues, and related general ledger accounts.
- Prepares journal entries, account reconciliations, and financial analyses related to grant activity.
- Assists in preparing assigned audit schedules related to grants, grant revenues, receivables, deferred inflows, and compliance reporting.
- Performs technical accounting research related to grant funding, revenue recognition, allowable costs, and new federal or state grant requirements.
- Develops and maintains grant accounting procedures, internal controls, and documentation to strengthen compliance and financial accountability.
- Provides accounting guidance and training to City departments regarding grant administration, allowable costs, procurement requirements, reimbursement procedures, financial reporting, and grant compliance.
- Collaborates with department directors, grant administrators, Budget, Purchasing, and external grantor agencies to ensure proper financial administration of grants.
- Assists departments during the grant application process by providing financial information, indirect cost guidance, matching requirement calculations, and budget development support.
- Monitors grant receivables and works with granting agencies to resolve reimbursement questions and outstanding funding issues.
