Job Summary

A Utility Locator for the City of Rocky Mount Water Resources Department is responsible for locating and marking the City's underground water and sewer infrastructure before excavation activities to prevent damage to critical utilities and ensure public safety. The position responds to utility locate requests in accordance with North Carolina's 811 requirements, accurately identifies and marks underground assets using specialized locating equipment, maintains detailed records of completed locates, and coordinates with contractors, developers, and City crews.

The Utility Locator plays a vital role in protecting the City's water and wastewater infrastructure, minimizing service interruptions, supporting emergency repairs, and ensuring compliance with state regulations while promoting safe excavation practices.

Job Requirements
  • Locate, identify, and mark underground water utilities before the start of construction or other projects in an area to prevent any infrastructure damage.
  • Analyze & manage base maps and a geographic information aerial imagery system for utility accuracy.
  • Notify appropriate personnel for any discrepancies found within the mapping system.
  • Inform outside departments of required infrastructure repair upon discovery.
  • Meet with contractors and other City personnel on large projects to set up locating needs and follow up with timely locates to specific job sites.
  • Assist with maintaining accurate records of water utility locations.
  • Respond to reported water infrastructure leaks.
  • Respond to customer complaints of dirty water.
  • Assist with maintaining accurate valve locations in the geographical information system.
  • Perform other related job duties as assigned.
Minimum Qualifications

Education and Experience:
  • High school diploma or equivalent.
  • Two (2) years' experience in a related field of work.

WORK ENVIRONMENT
  • The work is typically performed outdoors. The employee is exposed to noise, dust, dirt, grease, contagious or infectious diseases, irritating chemicals, and occasional cold or inclement weather.
