Resident Advocate – Labath Landing

Position Overview

The Emergency Interim Housing (EIH) Labath Landing Program is a housing‑focused, low‑barrier, harm‑reduction program that serves adults experiencing homelessness within the City of San Jose. The Resident Advocate is responsible for the overall day‑to‑day operation on site, responding to program participants’ needs as they arise and facilitating the flow of on‑site amenities such as clinical services, workshops, laundry, and food services.

The Advocate ensures participant, staff, and guest safety through regular check‑ins and monitoring of the site grounds and sleeping units.

Primary Responsibilities
  • Direct Service (90%):
    • Care, safety, and supervision of program participants and guests.
    • Implement and enforce EIH guidelines and site rules.
    • Welcome all agency guests (participants, volunteers, staff, community members).
      Check guests in and out using the Homeless Management Information System (HMIS).
      Document all notes of services provided in HMIS within 3 business days.
    • Complete intake of potential participants, including thorough VI‑SPDAT assessments.
    • Work with participants to execute personalized housing plans and provide direct support with developing, updating, and reassessing those plans.
    • Make timely decisions in emergency situations, ensuring safety, mandatory reporting, and coordination with staff or responding agencies.
    • Promote and lead weekly workshops for participants on topics such as financial literacy, tenant rights, resume building, job search, and credit repair.
    • Respond to guest crises using de‑escalation techniques and Mental Health First Aid as applicable.
    • Adhere to Home First’s service delivery practices, including Trauma Informed Care, client‑centered practice, and the Crisis Prevention Intervention model.
    • Complete and submit Incident Reports, Behavioral Contracts, and Gross Violations as needed.
    • Provide information, referrals, housing resources, and program support to participants.
    • Distribute clothing, linens, toiletries, and other items supplied by the program; restock supplies and submit order requests promptly.
    • Inspect cabins and complete inspection sheets on site; assist participants with property treatment prior to move‑in.
    • Maintain general site clean‑up and report any maintenance or janitorial needs to the Shift Manager or Program Coordinator.
    • Conduct cabin, facility, and perimeter checks; assist with set‑up and break‑down for special events or activities.
    • Complete and file all paperwork in a timely manner.
    • Maintain professional conduct, appearance, and confidentiality regarding clients and agency affairs.
    • Perform business in accordance with the employee handbook, exercising judgment to serve the best interests of the agency and community.
    • Maintain compliance with agency/EIH site policies and procedures.
    • Provide socialization skills—empathetic listening, problem‑solving, information and referral, mediation, crisis intervention.
    • Commit to treating each EIH guest with respect and dignity.
    • Demonstrate conflict‑resolution skills.
  • General (10%):
    • Represent Home First and the program appropriately to volunteers, donors, outside agencies, and the public.
    • Assist with office‑related tasks as needed.
    • Attend all mandatory meetings, workshops, and training sessions.
    • Perform other general duties as assigned.
Qualifications
  • AA degree (or equivalent of 2 years of higher education) or two years of field experience in social services.
  • Sensitivity to the needs of unhoused individuals.
  • Experience working with the unhoused population.
  • Knowledge of Housing First and harm reduction principles.
  • Proactive, creative approach to program interventions and services.
  • Strong communication, problem‑solving, teamwork, and de‑escalation skills.
  • Ability to manage crises involving serious mental illness or individuals under the influence or impaired.
